Empowerment through Operational Energy Use Data Greenbuild Expo - 2015 K erry J Mashford, Chief Executive, National Energy Foundation Improving the use of energy in buildings
2
National Energy Foundation Primary objective is improving the use of energy in buildings. Providing affordable, accessible tools to help organisations understand and manage their energy use is a key objective. Dr Kerry J Mashford, Greenbuild Expo – November 2015
3
Context “ Non residential buildings emissions have stayed flat, with little evidence of any energy efficiency improvement” Committee on Climate Change – 2015 Report to Parliament Dr Kerry J Mashford, Greenbuild Expo – November 2015 “Only 371 out of the estimated 10,000 obligated companies (3.7%) have completed their energy audits.” ESOS – deadlines extended “Reforming the business energy efficiency tax landscape” HM Treasury Consultation - closed 9 th November “SMEs missing out on energy saving opportunities” DECC speaker at recent event “ Actual vs predicted energy performance for new non-domestic buildings shows typical performance gap of 2.5 – 4.5 times” To be confirmed following publication of initial aggregated data from Innovate UK BPE programme expected 24 th November
4
Clear need for good operational energy data - Identify total energy use / cost Benchmark against peers Prioritise energy related improvements – capital, education, building management Make the business case Track progress Correlate with e.g. productivity, health, staff t/o
5
It’s fairly tangled Dr Kerry J Mashford, Greenbuild Expo – November 2015
7
How people use DECs Promotional device, clear indicator Enhanced when combined with promotional campaign Engagement and culture change Competitions between buildings Live dashboards Simple message easily included in reports and documents Clear indication of use and trends Dr Kerry J Mashford, Greenbuild Expo – November 2015
9
Commercial buildings No split between Landlord and Tenant DEC shows whole building performance, one DEC. Cannot show improvements (or not) in what each control DECs use one benchmark for all offices, no benchmarks for shopping centres Many offices are ‘stuck’ at G, cannot show improvement Dr Kerry J Mashford, Greenbuild Expo – November 2015
10
The issue for Landlords and Tenants Considerable enhancement could occur through: Review letter rating, finer grain approach Ensure benchmarks are understood and appropriate Letter rating potentially de- motivating, too coarse G rating has a very long tail, poor buildings hard to show improvement Dr Kerry J Mashford, Greenbuild Expo – November 2015
11
The VolDEC solution Dr Kerry J Mashford, Greenbuild Expo – November 2015
12
The VolDEC solution - Aims Voluntary scheme without government constraints Not for profit, for benefit of the industry, backed by the industry Soft start the commercial sector into measuring performance To use authoritative sector specific benchmarks To highlight performance and encourage action and improvement
13
The VolDEC solution - the offering Easy access, quick, low cost No lodgement, no site visit, no advisory report Use the existing DEC methodology as the basis, improved layout Include a certificate quality rating: HIGH/MEDIUM/LOW Better (& improving) benchmarks and categories, working with sectors Dr Kerry J Mashford, Greenbuild Expo – November 2015
14
The VolDEC Method Statutory DECVolDEC MethodologyProduced using the methodology described in CIBSE TM47 BenchmarksUses CIBSE TM46 benchmarks. This provides only one benchmark for all office types. Uses ECON19 benchmarks for offices. This provides four different office types plus energy is broken down by end use for each type. Landlord / tenant split Unable to provide a separate landlord tenant DEC in the same building Uses the granular energy breakdown in ECON19 to provide composite landlord and tenant benchmarks for 5 different building scenarios.

The VolDEC Method Dr Kerry J Mashford, Greenbuild Expo – November 2015
20
What do you need for a VolDEC? Building postcode Floor area Approximate hours of occupancy Annual energy use – landlord & Tenant Data year Main heating fuel type Dr Kerry J Mashford, Greenbuild Expo – November 2015
21
What do you need for a VolDEC Choose office type – closest match Dr Kerry J Mashford, Greenbuild Expo – November 2015
22
What do you need for a VolDEC Choose building Scenario – closest match Dr Kerry J Mashford, Greenbuild Expo – November 2015
23
The benefits of VolDEC Stand-alone entry level engagement tool – simple, easy to produce and inexpensive Uses robust DEC method but with more appropriate benchmarks Provides landlords and tenants with comparative energy performance of areas they control Highlights energy performance and a clear driver for improvement VolDEC process highlights anomalies and the need for detailed investigations Works alongside any government requirements to deliver and track real opportunities and progress in straightforward, accessible tool. Dr Kerry J Mashford, Greenbuild Expo – November 2015
