Applying the concept of “Innovation System” in Slovenia and Italy Innovation and competitiveness are based upon the efficient flow and interchange of technology, information and resources between people, businesses and agencies. Typical include : Universities and Institutes of Higher Education, Public Research Centres, Agencies for Innovation, Science and technology parks, Technology transfer offices, Business Innovation Centre, Business Incubators, Centers of innovation theme and sector (eg Technology "Clusters") Finance and Innovation Services.

The regulatory framework Comparison of the two systems Slovenian R&D system is based on centralized legislation and supported by the government and regional supporting organizations and agencies. Italian R&D system is based on: – regional organizations (increasing relevance) – National Interest Research Organizations

Universities SLOVENIA University of Ljubljana (overwhelmingly important), University of Maribor, University of Primorska (Koper) and University of Nova Gorica (the latter two are still small in size). ITALY Friuli Venezia Giulia - SISSA - International School for Advanced Studies (PhD programs and post-doctorate), University of Trieste, University of Udine. Gorizia hosts branch faculties of these two universities. Veneto - University of Padua, University of Venice and University of Verona Emilia Romagna - University of Bologna, University of Ferrara, University of Modena, University of Parma.

The CNR (National Research Council) operates 4 institutes. INFN has a Section in Trieste and a Group in Udine Group (at the Department of Physics). INFM operates observatory of Trieste (INAF - National Institute for Astrophysics) Veneto - CNR operates 6 institutes in Padua and Venice, 12 detached units, 9 territorial divisions, all based in Padua. INFN operates the National Laboratories of Legnaro (Padova) and detached units in Padua. Emilia - Romagna, CNR operates 6 institutes, 10 detached units, with headquarters in Bologna, Ravenna, Ferrara, Parma and Modena.
