The American Council for Technology (ACT) is a membership-driven nonprofit government organization that leads the government IT community to improve government – ACT seeks more government members like you to join us! ACT facilitates and encourages education, communication and collaboration across all levels of government. In 1989, ACT created the Industry Advisory Council (IAC) to foster improved communications and understanding between government and industry. Today, ACT reaches as many as 50,000 government IT professionals and has over 450 member IT companies in its Industry Advisory Council. IAC works through several Shared Interest Groups (SIGs) and Working Groups (WGs). IAC Human Capital SIG Background: The mission of the Human Capital SIG is to bring industry and government executives together to exchange information, support professional development, improve communications and understanding, solve issues and build partnership and trust, thereby enhancing government's ability to serve the nation's citizenry. Session Participants Analisa Archer, Deputy Chief Human Capital Officer – Consumer Financial Protection Bureau Ms. Archer provides executive leadership and direction for human capital programs and services that support a national workforce of 1,400 Federal employees operating in a unique start-up environment. Her 20+ years of experience include leadership of programs in virtually every area of human capital management, with a particular emphasis on talent acquisition and staffing, diversity and inclusion, and human capital data and information systems. Ellen Ardrey, Deputy Director, Human Development (HD) Directorate, National Geospatial-Intelligence Agency Ms. Ardrey’s Human Development Directorate supports every aspect of GEOINT careers from hire to retire by establishing workforce vision and direction, managing worklife benefits and providing education and training opportunities for GEOINT professionals worldwide. She is also the Chief of NGA’s Human Capital Career Service as well as Chair of NGA’s Human Capital Career Board. Janine Beatty, Acting Staff Acquisition Program Manager, HR Solutions Division, U.S. Office of Personnel Management Ms. Beatty has been with OPM since 2001. While working for OPM’s reimbursable division, Human Resources Solutions, she has done a variety of work and project management in the areas of competitive and merit promotion examining, position inventory management, candidate development programs, marketing and branding, competency assessment, targeted recruitment, workforce planning, accelerated management programs, and human resources training. She currently leads a network of human resources specialists across the country providing human resources consulting service to numerous agencies across the government. Martin Pursley, Director, Talent Management – U.S. Department of Interior) Mr. Pursley’s twenty-eight years of leadership experience encompass management of multi-echelon operations, logistics and human resources. He leads DoI efforts to build and retain a 21 st Century Workforce; enhance the capability and capacity of the agency’s human resource professionals; and provides oversight of targeted recruitment and special emphasis employment programs. Moderator - Jeff Neal, Senior Vice President, ICF International (and former Chief Human Capital Officer U.S. Department of Homeland Security and at the Defense Logistics Agency) Mr. Neal leads ICF’s Human Capital Practice. In Government, he was appointed CHCO at the Department of Homeland Security (DHS) in 2009 where he was responsible for the department’s recruiting, diversity, learning and development, policies, programs and technology to ensure the DHS had the right people in the right jobs at the right time; that the DHS workforce represents the nation we serve; that employees are developed and rewarded; and human capital policies, processes and technology support the Department’s ability to fulfill the mission. Jeff has extensive Federal human resources and information technology experience, having served as a career civil servant for 31 years; including 11 years as a career member of the Senior Executive Service. He served as the Chief Human Capital Officer for the 23,000-employee Defense Logistics Agency (DLA) since 2000.
