HUMAN CAPITAL SHARED INTEREST GROUP (HC SIG) The ACT-IAC Human Capital Shared Interest Group (SIG) is pleased to welcome you to this public panel discussion, one of several such events we host throughout the year. The American Council for Technology (ACT) is a membership-driven nonprofit government organization that leads the government IT community to improve government – ACT seeks more government members like you to join us! ACT facilitates and encourages education, communication and collaboration across all levels of government. In 1989, ACT created the Industry Advisory Council (IAC) to foster improved communications and understanding between government and industry. Today, ACT reaches as many as 50,000 government IT professionals and has over 450 member IT companies in its Industry Advisory Council. IAC works through several Shared Interest Groups (SIGs) and Working Groups (WGs). IAC Human Capital SIG Background: The mission of the Human Capital SIG is to bring industry and government executives together to exchange information, support professional development, improve communications and understanding, solve issues and build partnership and trust, thereby enhancing government's ability to serve the nation's citizenry. Onboarding isn’t an event, it’s a process. The Society for Human Resource Management (SHRM) defines onboarding as "the process by which new hires get adjusted to the social and performance aspects of their jobs quickly and smoothly, and learn the attitudes, knowledge, skills, and behaviors required to function effectively within an organization." One of the important ways that HR can impact the workforce and effectiveness of organizations is through the strategic use of onboarding, even before the new hire starts their first day. While all employees experience some type of onboarding, research shows that organizations considered “best in class” for onboarding have a structured, comprehensive approach that helps employees acclimate to their new jobs and become productive more quickly. The bottom line is that to the degree that organizations can make new hires feel welcomed into the organization and prepared for their new jobs, the faster they will be able to successfully contribute to the organization’s mission. It may also improve loyalty and retention. Session Participants Ventris C. Gibson, Associate Deputy Assistant Secretary and CHCO, Office of Human Resources, U.S. Dept. of Health & Human Services Ventris C. Gibson is the Associate Deputy Assistant Secretary for Human Resources for the Department of Health and Human Services (HHS). At HHS, Ventris is responsible for providing enterprise-wide strategic and corporate leadership in the development and delivery of innovative and transformational human resources programs, policies, and services that impact nearly 92,000 employees worldwide. April Jones Tate, PhD, Personnel Psychologist, Center for Veterinary Medicine, U.S. Food and Drug Administration, DHHS April Jones Tate received her doctorate in Industrial/Organizational Psychology from Penn State University where her focus lied in work-life balance, employee motivation and engagement, and survey development and analysis. In her current position as a Personnel Psychologist for the U.S. Food and Drug Administration’s Center for Veterinary Medicine, her main roles revolve around managing the Center’s onboarding, offboarding, and wellness programs; as well as leading various engagement initiatives linked to the Federal Employee Viewpoint Survey. Rita Hilton, Organizational Psychologist and Leadership Coach, National Science Foundation Rita Hilton is an Organizational Psychologist and Leadership Coach at the National Science Foundation where her principle duties include delivery of transition and development services to executives (on-boarding and in-place) and management of the coaching program. Dr. Hilton received her PhD with a focus on institutional economics from the Maxwell School of Citizenship and Public Affairs at Syracuse University. After 15 years of serving in increasingly responsible positions as an economist and then advisor at the World Bank, Dr. Hilton left to pursue her passion in leader development. She joined the National Science Foundation in 2013; Dr. Hilton also provides coaching to private clients and is co- managing a research project on women’s leadership experiences. Moderator Steve Shih, Deputy Associate Director for Senior Executive Services and Performance Management, U.S. OPM Steve Shih serves at the U.S. Office of Personnel Management (OPM) in the position of Deputy Associate Director for Senior Executive Services and Performance Management. In this capacity, Mr. Shih leads OPM’s office responsible for managing the overall Federal personnel program relating to the Senior Executive Service (SES) and other senior professionals (i.e., Senior Level (SL) and Scientific and Professional (ST)) – specifically relating to the development and implementation of regulations and policies, as well as oversight and assistance, for agencies’ selection, development, performance management, and recognition of Federal executives and senior professionals. Mr. Shih is also responsible for providing Government-wide leadership to agencies in general for all Federal employees with respect to performance management, awards, leadership development, and work-life and wellness programs (including telework).
