The governance principles of the European Union do not incorporate those of intergovernmental organisations, public-private partnerships and international corporations based in Europe. Exploitation and use of foreground (1/2) Governance framework needs to provide a balance of rules and processes to establish strong leadership, enable result-oriented decision-making, and render the user and stakeholder communities with the flexibility required to grow and diversify. Ideal framework would take the form of a large public-private marketplace comprising public sector stakeholders able to engage into business calls on innovative approaches. Exploitation and use of foreground (2/2) An updated governance model – based on feedback and findings - is currently being drafted and discussed to be implemented until End of 2014. for both Initiative and established Marketplace (HNX) Master Service Agreements have been made available to accelerate the procurement process.
