CST Decision making function Referrals, information requests and enquiries Contact: Central Safeguarding Team (CST) Contact: Dedicated Decision Makers The Central Safeguarding Team (CST) Vulnerability and the ViST Introduction The Single Safeguarding Process (SSP) Single Safeguarding Process (SSP) Using this definition to identify vulnerability, police would then use the ViST vulnerability screening tool and fulfil the following steps: An on-street dynamic risk assessment will be completed then sent to the CST to complete a detailed evaluation risk assessment with office based system research to identify community care needs or if adult protection threshold is met. Following assessment relevant information will be shared with relevant partner agencies. Vulnerable person: Anyone who has been or is believed to be at risk of harm, abuse or exploitation following consideration of their individual circumstances and who is or may be in need of support or intervention. Vulnerability and the ViST Following extensive consultation the definition of vulnerability has been developed for internal Police processes.

Child referrals: If making a referral to the police and you want a strategy discussion to assess whether there is reasonable cause to suspect a child is at risk of actual or likely significant harm please e-mail the referral to your dedicated decision maker (see contacts page) Referrals, information requests and enquiries Information / disclosure request form An information request form for the CST has been sent to all agencies in receipt of this E-Brochure.
