EU Policy Update and developments EU roadmap for moving to a low carbon economy in 2050 EU New Energy Strategy 2020 – 5 priorities + actions: 1.Achieving an energy efficient Europe 2.Building a truly pan-European integrated energy market 3.Empowering consumers and achieving the highest level of security and safety 4.Extending Europe’s leadership in energy technology and innovation 5.Strengthening the external dimension of the EU energy market European Energy Efficiency Plan 2011 (08.03.2011) Estimation that only half of 20% EE target will be achieved Tapping into greatest energy saving potential: buildings, followed by transport and industry

Greatest energy saving potential = buildings – Trigger renovation process – Improve energy performance of components and appliances – Accelerate refurbishment of public buildings through bi,ding target – Introduce EE criteria in public procurement – Obligations for utilities towards customers to reduce consumption Achieving an energy efficient Europe: EU EE Plan2011

Public sector = example – By 2019 new public buildings, « nearly 0-energy » performance level – Apply high standards of EE in public procurement (goods, works and services) – Request to refurbish at least 3%/year of the public buildings at MS level – Energy performance contracting = trigger ; Commission legislative proposals – Launch of a new Smart Cities and Smart Communities initiative : public consultation on-going Regarding buildings: – obstacle: « split incentives » between owner and tenant: EC legislative provisions – Need for appropriate training and new skills : Build Up Skills inititiave of the EC – MS to provide lists of ESCO’s and model contracts

Achieving an energy efficient Europe: EU EE Plan2011 Regarding industry – Promotion of CHP « combined heat and power » – MS to establish national energy saving obligation schemes – “In future work on eco-design and energy labelling the EC will examine the option where relevant, of covering systems as well as individual products”. Appropriate national and European financial support Savings for consumers
