Rationale behind the school census The following factors are the business drivers behind the School Census 2015 - 2016: It is consistent with the overall vision to: Collect data once and use many times Automate the collection of data Data collected should be that which a well prepared school uses themselves or can be justified with a clear business case

Rationale behind the school census Examples of the uses of data collected include: Information about the numbers of pupils will be matched with data from the School Workforce Census to monitor pupil:adult ratios; Information on class sizes, pupils with statements, pupils with SEN but without statements School Action or Early Years Action and School Action Plus or Early Years Action Plus, free school meals, ethnicity, absences and permanent exclusions is used to monitor the Government’s social inclusion policy; Pupil numbers are used for funding LAs and schools (including development of the Pupil Premium) and contributing to the School and College Achievement and Attainment Tables exercise.

January Census 2016 SIMS incorporates any changes to data collection requirements specified by the Government. These are introduced within the appropriate software release. The Autumn final main release of a calendar year introduces the new year’s census programme, beginning with the spring census. The Spring main release will introduce the summer census followed by the Summer release introducing the autumn census.

New Data Items for Census 2016 Childcare Information is collected annually for the first time in this January’s return. It was collected via the actual return for the first time in May but now it has moved to its permanent ‘home’ in School Details. The Early Years information has been amended to include details of the youngest children in school who are eligible for Early Years Pupil Premium (EYPP) and basis for that eligibility (EYPPBF).

You need to consider what data preparation is required - particularly for any pupils who have been admitted since the October Census, as their data will not have gone through the validation process. The best way to achieve this is by creating at least one dry run. Census 2016 Preparation

Selected time for Class Activities Your selected time is based on the last digit of your school DfE number but only if this is a typical arrangement for a Thursday in your school 2, 3 or 6= 1 hour after the start of afternoon school 4, 7, 8 or 9= 1 hour after the start of morning school 0, 1 or 5=1 hour before the end of morning school

Classes at the Selected Time If you have a nursery with AM and PM Classes you will need to delete whichever one is not in school at the selected time If you have pupils in ‘extra’ classes at the selected time you will need to add them to the classes panel once you have calculated all the details. Remember to take them out of their ‘other’ class or the pupil reconciliation will not balance

Class Activities Primary Schools with Infant classes (Reception and/or Key Stage 1) must ensure that the selected period is one in which these classes are engaged in an ACADEMIC activity rather than one of the excepted activities such as PE, music, watching television etc. This change to the selected period will need to be applied to ALL the classes in school not just the infant ones.

January Census 2016 Unusual circumstances If unusual circumstances such as severe weather conditions impact on census day, schools may find that the numbers of pupils and/or staff who are not present on that day are abnormally high. If any census figures, for example, ‘school meals taken’ are affected then a day and time when the situation can be regarded as normal should be selected. Schools / local authorities may interpret this literally as the next normal day or as an earlier day in census week or the previous Thursday, if that reflects the normal situation.

More emphasis is placed on the accuracy of recording Free Meal Eligibility as it is one of the main drivers behind the ‘Pupil Premium’ funding aimed at reducing educational inequalities. Someone in school should be checking with the Revs and Bens portal for updates to FSM eligibility Free School Meals

The Census requires that All Fixed Term, Lunchtime and Permanent exclusions that occurred during the period 5th April 2015 – 31st August 2015 be accurately recorded within the MIS Data items (ethnicity, first language etc) for pupils are reported as they were at the time of exclusion rather than at time of the Census Exclusions

This seems to be one of the main reasons why schools are asked to resubmit their returns. SEN information has, historically, only been updated in time for the January return. If you or your SENCO are in any doubt as to the accuracy of your SEN information you need to contact the SEN team in the LA. The members of The SIMS Team can help you get the information into SIMS.
