RER/9/096 Regional Planning Meeting “Strengthening National Infrastructures for the Control of Radiation Sources” (TSA-1), (Phase II) Country: ROMANIA 19-20 March 2009 IAEA, Vienna

Legislation Regulations and Guidance occupational protection, public protection, medical exposure, radioactive waste, and the transport of radioactive materials. Radiation Protection and Safety Regulations in compliance with IAEA BBS, IAEA GS-R-1, Code of Conduct on Safety and Security of Radioactive Sources New published regulations in 2008: Norms on surveillance and control of international shipment of radioactive waste and spent nuclear fuel cycle involving Romanian territory Guide on used terms in reglementation, authorization and control of nuclear activities, agreements and conventions in nuclear field New draft regulations in 2008: NORM - TENORM Regulation Draft Radiological Monitoring of Scrap Metal Regulation Draft

Ionizing Radiation Inspection Division - 8 administrative areas

The Regulatory Body CNCAN is a legal entity and institution of national interest funded entirely from its own income being in coordination with the General Secretary of the Government Presently, CNCAN should decrease the staff expenses with 20 %

Regulatory Body Staffing and Training Numbers of Staff : 136 CNCAN established a training programme and an in-house training programme across all Divisions Insufficient staffing in different Areas considering the regulated installations Insufficient skills on radiation protection in new practices: cyclotron & CT PET in nuclear medicine practice, permanent implant in brachytherapy, screening in mammography and so on. Proposed Actions for training of CNCAN staff: New comers: fellowships, Regulators: workshops organized at CNCAN headquarters or scientific visit

Notification - Authorization – Licensing - Inspections strong points of the regulatory body activities in this area the system of authorization-licensing & inspection is established and is effective and efficient CNCAN is improving and upgrading data base of the national Registry of radiation sources and doses the weak points of the regulatory body activities in this area Needs for improvement of assessment and inspection process by upgrading the procedures Insufficient continuous training on radiation protection and safety of qualified experts, recognized by CNCAN Proposed Actions for training of CNCAN staff: workshops organized at CNCAN headquarters or scientific visit Proposed Actions for training of qualified experts and of RP trainers: training courses organized in Romania

Strengths - The Regulatory Body is independent and has clearly responsibilities - Regulations on occupational protection, public protection, medical exposure, radioactive waste, and the transport of radioactive materials. - The system of authorization inspection/enforceme nt is established and is effective and efficient Weaknesses - Insufficient staffing - Insufficient training - The RP regulations are not revised - The assessment procedures are not revised -The actual data base system is not appropriate - Insufficient continuous training on RP and safety of qualified experts Proposed Actions To increase the capability of National Infrastructure for the Control of Radiation Sources Finalising the project of improvement of data base system Fellowships, Workshops Scientific visit Train the trainers courses Training courses To develop a National RP Training Centre for all persons: regulators, RP qualified experts, RP officers, all kind of practices workers. Needs Employment of new RB staff  Initial and continuous training of the RB staff  Continuous training of RP and safety of qualified experts  Revision of all regulations  Revision of internal procedures Developing a National RP Training Opportunities - Participation to RER9096 Threats Weakness of RB authority with consequences in control of the sources - radiation protection and safety
