Schleswig-Holstein. Der echte Norden.1 Manuela Pfeiffer Dezernat 42 Subsidiarity and Comparability Initial Questions for Break-out session Bund/Länder-Arbeitsgemeinschaft Wasser MiW Workshop 19./20.11.2015 in Brussels
2
Schleswig-Holstein. Der echte Norden.2 Manuela Pfeiffer Dezernat 42 Subsidiarity -Which kind of information or data sets from local level or regional level are relevant or used for environmental reporting to EU-Commission or provided to other governance levels for this purpose (e. g. measures to improve habitats, waterbodies or flood protection) and vice versa (what is needed on local level e.g. for spatial planning) and who decides about this / should decide about this ?
3
Schleswig-Holstein. Der echte Norden.3 Manuela Pfeiffer Dezernat 42 Subsidiarity -Can local level or regional level decide or influence what happens with information/ data sets (e. g. data treatments like aggregation ) bottom up (on MS-level, representation on EU-level) or do they deliver into a black box (to be considered: exchange and communication are no one way roads) ?
4
Schleswig-Holstein. Der echte Norden.4 Manuela Pfeiffer Dezernat 42 Subsidiarity How to ensure that everyone knows what is needed to know to „make it work“ // to decide what to collect or provide in terms of „relevant“ information / data? Are there legal requirements in national language with readily understandable requirements (definitions, explanantions of purpose, fixed data formats, geographical scale)?
5
Schleswig-Holstein. Der echte Norden.5 Manuela Pfeiffer Dezernat 42 Subsidiarity -How can INSPIRE contribute to improve vertical and horizontal access/exchange of information or data flows as an important part of „communication logistics“ or basis for good decisions at the lowest governance level?
6
Schleswig-Holstein. Der echte Norden.6 Manuela Pfeiffer Dezernat 42 Comparability -Which information / data sets should be comparable on which level and how can comparability for these be increased an who should decide about this? Which „core data sets“ should be at least comparable at regional, MS- or EU-Level? -What is at least needed as „reference data“?
7
Schleswig-Holstein. Der echte Norden.7 Manuela Pfeiffer Dezernat 42 Comparability -How can INSPIRE contribute to make information / data sets more comparable? -Technical interoperability -Semantically interoperability (e. g. ontologies) By now Implementing Rules contain „generic“ or „core“ data models and codelists only
8
Schleswig-Holstein. Der echte Norden.8 Manuela Pfeiffer Dezernat 42 Comparability -What is needed to make „relevant“ information / data sets more comparable or „fit for purpose“? How to ensure that everyone gets what is needed to know to „make it work“ or make good decisions ?
9
Schleswig-Holstein. Der echte Norden.9 Manuela Pfeiffer Dezernat 42 Thanks!
10
Schleswig-Holstein. Der echte Norden.10 Manuela Pfeiffer Dezernat 42 Subsidiarity & comparability -Comparable with hub-spoke system for „just in time“-production ? „jit“ means that the „needed components“ are -at the right time, at the right place, with the right quantity and the right quality -In terms of information / data -available at each relevant date (for draft reports, final reports etc.) at an -appropriate level of detail / scale, -adressing all relevant (reporting) requirements and -with a content „fit for purpose“or quality + quantity (harmonized and seamless in terms of semantics and spatial representation)
11
Schleswig-Holstein. Der echte Norden.11 Manuela Pfeiffer Dezernat 42 Can we learn from INSPIRE Statistical Units in terms of „Subsidiarity & comparability“?
12
Schleswig-Holstein. Der echte Norden.12 Manuela Pfeiffer Dezernat 42 Just in time production Market = users Providers of different „compon ents“ Comparison of provisions to choose the best option stream of goods/components product = data set / information Reference data, raw data, modelling results etc.

Schleswig-Holstein. Der echte Norden.15 Manuela Pfeiffer Dezernat 42 Plenary Session “The Environment and e-Government (C. Silvestri): INSPIRE Conference “The Green Renaissance” Florence 23. – 27.6.2013 MS were strictly against less generic standards, specifications or Implementing rules! „INSPIRE should not overrule other Env. Directives“ Need for improvements or updates should be carried out in INSPIRE maintenance process, details or extensions of datamodels in CIS process
