Activities since last STI Days The following activities have been pursued in WP4 in the past half year: Study: AEC and framework conditions for innovation with focus on IPRs (RCN, KNAW, ZSI, Fortunato de la Pena) – Interview mission – Reporting drafting Bibliometrics (ZSI, cooperation with NUS) – further refinement (institution level) – report drafting Patent analyses: report drafting (ZSI) FP7 and H2020 statistics (DLR, ZSI) Report and results dissem./exploit. (e.g. Conference of Technology Innovation International (TII) in Singapore; EURAXESS Links; national channels) 3

Planned activities remaining runtime For 2015/2016, the following activities are planned: Possible extension of framework conditions for innovation-related analyses: – The case of Myanmar (timely as they are drafting an IP policy, no analyses available) Innovation session in the framework of the 2016 STI Days in Hanoi Quantitative analysis – Collaborative patenting (co-inventions, foreign ownership) – Bibliometrics: finalisation of the analyses, carrying it to the institution-level Workshop on bibliometrics and related research impact assessment indicators (as part of the 2016 STI Days in Hanoi, hosted by NASATI) STI country profiles H2020 participation screening Results dissemination/exploitation: IPR and other conferences, publication 4

Planned activities remaining runtime Proposed innovation session at Hanoi STI Days: Purpose: – Present the results of the AEC/innovation framework conditions study – Discuss/share current approaches in both regions, identify upcoming topics Target audience: innovation policy, research managers (private and public R&D= Possible outline: one SEA and one EU speaker for three dimensions: – Research/research institutions (their take on IP and innovation) – The private sector perspective (European companies in SEA, SEA companies) Extend invitation to: Eurocham, ASEAN company representation, ASEAN Working Group on IP Cooperation, a policy-making representative on AEC, an expert on EU economic integration and innovation, maybe Seth van Doorn of the EU regional IP Desk in Bangkok, ADB, etc. 5

Planned activities remaining runtime Proposed bibliometrics workshop at Hanoi STI Days: During the last STI Days, interest in such a workshop was expressed (it might also be timely as the data and technologies available are changing, various countries in the region are working on e.g. evaluation frameworks for research institutions) If the interest is still given [everybody, please feel free to discuss this ], we could present the final results of the bibliometric work and organise a workshop on the topic of research impact assessment Contents: bibliometrics and other indicators, their use in SEA, standards, etc. Possible format: a public part (could also only be one presentation in plenary) and a workshop for an intersted audience (invitation only would be difficult at the STI Days) Required: Clear expression of interest from the host as we would rely on WP4 co-leader NASATI taking over the organisation 6

Upcoming deliverables and milestones Upcoming deliverables: Report on the impact of the ASEAN Economic Community (AEC) on STI cooperation and framework conditions Report on publication and co-publication strengths in SEA and Europe (including co-patenting behaviour) Deviations: STI country profiles task is still ongoing H2020 analysis „suffers“ too from the low participation rates 7

Achievements Major achievements: Well-documented series of workshops related to framework conditions for innovation Finalisation of a highly-visible reports on framework conditions for innovation Presentation of SEA-EU-NET WP4 work at TII Conference in Singapore; impact also through various formal and informal national channels (e.g. FFG Austria, GIZ project on an innovation policy framework for ASEAN, etc.) Reaching out to innovation stakeholder groups (beyond public resarch) Innovative visualisations and infographics increasing SEA-EU-NET visibility 8
