1 Adaptation and Capital Assets James Noakes Environmental Services 7 th December 2010

www.wigan.gov.uk 2 What are our Capital Assets What do we mean? –What is an asset? Are we responsible? –EG Schools / Housing etc Is it part of our long term future? –Asset Management Plan

www.wigan.gov.uk 3 Risk Register Bowtie approach! What are the risk events? Who is responsible for prevention? What are the outputs/impacts/actions to take?

www.wigan.gov.uk 4 What did we discover? Can be quite repetitive –Are we really getting the right responses? Tool was difficult to figure out for some –Doesn’t read across easily –Skewed –Needs further work to determine priorities Difficult to get people to think of the right CC –Climate Change, not Civil Contingencies

www.wigan.gov.uk 5 What did we discover? (2) What we do not what we touch –How do we use the building/asset? –How do we access the services? –Are we dependent on the asset itself? So it is about what we do with the asset not the asset itself

www.wigan.gov.uk 6 What did we discover? (3) Attitudes need to be understood –Of others eg insurance companies Knowledge is key –Too few know what temperature rises mean –UKCP09 data needs translating –“Who does what?” needs developing –Business continuity is focused on your own area. People need to know about others too –Are we speaking to the right people?

www.wigan.gov.uk 7 What did we discover? (4) We know less than we thought Before we discuss adapting, we need to know where we are We have no vision of what an adapted asset base looks like We are not bringing together the right elements at present We cannot shy away from technical issues

www.wigan.gov.uk 8 Greatest Risks Identified Inability to sustain consistent energy supply (heating, cooling, power) Built environment becoming affected by extreme or prolonged periods of hot weather Insufficient capacity in drains and sewers to cope with heavy or prolonged localised rainfall

www.wigan.gov.uk 9 Next steps… Use workshop as a base not an end –Needs a lot more work! Understanding vulnerabilities and vulnerable areas –Working with University of Manchester and Eco-Cities Match community issues with asset issues Communication and knowledge sharing
