6 Aeronautical Information Issues
Integrity of AI considerably below ICAO requirements Dissemination not timely Inconsistencies have proven consequences safety, economic, capacity Product based with resultant lack of flexibility & responsiveness Requires considerable processing for end-user use (e.g. cannot be easily ported to flight deck) Does not cover all user needs (all phases of flight)

7 The Response AIM Strategy Stakeholder involvement
Bringing together key-stakeholders whose input & support is of vital importance to manage change. Aim, to inform, stimulate debate & allow for a consolidated view of the future. AIM Strategy “To achieve a uniform and efficient aeronautical information management structure, within the framework of system-wide management of information, to support all phases of flight” EAD Programme European Aeronautical Information Database AIS AHEAD Programme To improve the performance, technique & management of AIS in Europe by promoting uniformity, the adoption of best practice in the collection and dissemination of AI.

8 Guiding principles Safety/Environment/Capacity/Performance drivers
Best value for money Close co-operation with other CNS/ATM domains Interoperability True Partnership

9 Stakeholder involvement
Symposia, Seminars, Workshops, ... AIS-Team working arrangements Operational & Technical Sub-Groups Open ( , web) to all Free* distribution of all products Co-operation with ICAO Workshops ICARD * Configuration Management remain with EUROCONTROL ICARD = ICAO Five-Letter Name-Code And Route Designator System

10 Measuring & Monitoring Management Improvement Technical Improvement

17 Electronic AIP Truly Electronic version of IAIP
XML Truly Electronic version of IAIP Based upon XML technology Web/CD-rom/Paper/.. distribution Fully ICAO compliant Independent of local systems (DBs, Word Processors) Uniformity in structure, content & presentation Implementation started with 9 States Charts in Scalable Vector Graphics (SVG)

18 Data integrity & security
Annex 15 & RTCA Do200A/EUROCAE ED76 ‘Standards for Processing Aeronautical Data’ Additional guidelines Proof of concept tool to capture data electronically at earliest point in data chain Functions Validation, Encryption, CRC wrapping , Compression, Packaging, Time stamping, Notification, … Key are standard data models >

19 Under development : Airport Mapping*
From any input Into a standard model So allowing standardised representation To any device Thereby enabling automated applications with e.g. * NOTAM visualisation * GPS * ... *Based upon: EUROCAE/RTCA document ED-99/DO-272 “User Requirements for Aerodrome Mapping Information”

20 Research phase: ‘xNOTAM’

21 The Enabler: AICM/AIXM
XML ‘eNOTAM’ Airport Mapping Vectorial Charts Aeronautical Information Conceptual Model (AICM) September 1996, drafting group created October 1997, AICM Edition 1.0 Based on ICAO SARPS “real” AIP ARINC 424 Entity-Relationship methodology Aeronautical Information Exchange Model (AIXM) Derived from AICM October 1997, start work March 1998, first draft Current stable (frozen) version 3.2 NB: XML support since 2001 AIXM Configuration Control Board

22 European AIS Database Data Provider Data User Public User EAD NOTAM
Static Data AIP EAD Checking Distribution The EAD performs coherence checking of the data and then makes a consistent view available to the Users of the Data. Data Providers create, maintain and use Aeronautical Information available through the EAD.

23 Library of AIPs/Charts
NOTAM EAD Static Data On one end we have the applications for the data providers on the other end the applications for the data user Library of AIPs/Charts

24 EAD Data Coverage International NOTAM Operation World-wide messages
Static Data Operation 2 areas ECAC area Complete Static Data contained in the Aeronautical Information Publications AIP, AIRAC/Non-AIRAC Amdt and Supplements, AIC Charts Rest of the World Limited number of static data used for NOTAM Verification, and PIB Generation Cross border verification

25 Data Input & Checking AIS of migrated States (ECAC area) remain responsible for inserting, maintaining and correcting their national data Service Provider responsible for processing World- Wide NOTAM and input related data Service Provider co-ordinates cross-border data conflict resolution

26 The Strategy The “aim” To achieve a uniform and efficient aeronautical information management structure, within the framework of system-wide management of information, to support all phases of flight The principles Widen the scope of Information and its Application Free information from the current constraints of product specification

27 Eight Strategic Objectives
1 - AIM Core process ATM 8 - Civil/Mil info integration 2 - Quality & Timeliness 7 - Regulation aspects 3 - All phases of flight 4 - Digital data elements 6 - Human resources 5 - Globally harmonised AI
