Retail Market Subcommittee February 20, 2013 (Vote): ◦ SCR756 Enhancements to the MarkeTrak Application Impact Analysis review and endorsement along with assigning priority and ranking RMS unanimously approved SCR756 Impact Analysis with a Priority of 2013 and a Rank of 735. On February 27, 2013 the MarkeTrak Taskforce developed a comments document that details the benefits gained by the market with the implementation of the remaining system functionality through SCR756(B). These same comments were filed on February 28, 2013 in an attempt to assist TAC membership in their voting considerations March 7, 2013 TAC unanimously approved SCR756(B) Next step –ERCOT Board meeting on May 14, 2013 April 9, 2013Commercial Operations Subcommittee2

Retail Market Subcommittee February 20, 2013 (Vote cont.): ◦ 2013 Retail Service Level Agreement (SLA) Release Windows (changed start time to 5:00PM instead of 12:00PM on 4 th Saturday) Added requirement for Retail Market Call during extended Retail unplanned outages. This was one of the Lessons Learned Taskforce recommendations Added information for subscribing to ERCOT’s Notice listservs RMS unanimously approved the 2013 SLA as written, however, RMS also made a request that ERCOT should include into the SLA that any Retail Unplanned Outage Market Calls may occur on Saturday since Saturday is now an AMS Operational Day for CRs and TDSPs. ERCOT will evaluate what is needed in the SLA to support that request. ◦ Creation of the Advanced Metering Working Group (AMWG) RMS unanimously Approved during the February 20 th meeting ◦ AMWG held their Kick-off meeting on Tuesday, March 26, 2013 where they: Elected Co-Leadership for 2013 Jennifer Frederick (Direct Energy) and Esther Kent (CenterPoint Energy) Developed draft of AMWG Scope Statement Reviewed several documents and change controls that were transitioned over from the Advanced Metering Implementation Team (AMIT) Planned meeting schedule through June 2013– scheduled 2-day meetings for now Next meeting scheduled: April 9 th following COPS and April 10 th, April 29-30 th April 9, 2013Commercial Operations Subcommittee3

Retail Market Subcommittee Advanced Metering Implementation Team (AMIT) ◦ AMIT’s sunset meeting was held on February 26, 2013. ◦ All documentation, outstanding tasks, future change controls, new projects and processes, along with developing SLAs are now the responsibility of the Advanced Metering Working Group (AMWG) under RMS. Advanced Meter Deployment Progress Report ◦ March 19, 2013 Board Report: 94.8% of ERCOT load settled with 15-minute interval data (01/31) 6.1M Advanced Metering System (AMS) Electric Service Identifier (ESIID)s included in settlement as of 01/31/13 ◦ 6,395,419 AMS Meters Installed: AEP 73% Complete with 760,833 as of 2.28.2013 TNMP 34% Complete with 88,710 as of 2.28.2013 CNP 100% Deployment Complete on 07.31.2012 ◦ Oncor 100% Deployment Complete on 12.31.2012 April 9, 2013Commercial Operations Subcommittee4

Retail Market Subcommittee Sharyland Transition Taskforce (STTF) Finalized happy-path scenarios for transitioning Customers and Load from NOIE to Competitive Markets using existing market transactions and processes. Taskforce focus was when: Customer(s) selected a CR prior to Deadline date Customer(s) didn’t select a CR prior to Deadline date Begin discussions on contingency plans for exceptions, including unhappy path documentation Initial review of datasets necessary to effectuate the transition (Mass Customer List, ESIIDs extracts for Default REPs, meter reading cycles, etc) and gain consensus. Reminder to REPs wishing to participate as a Default Retail Provider in the Sharyland Territory, you must participate in the June 2013 (0613) Market Flight Test to meet the deadlines in Sharyland final order. 0613 Market Flight Testing Signup closes May 15, 2013. (Reminder – existing Sharyland territory has officially been renamed “Sharyland Utilities, L.P. - McAllen”) Next meeting on April 17, 2013 at ERCOT Met Center Conf. RM 168 Texas Data Transport Working Group (TDTWG) ◦ In order that ERCOT can continue to receive NAESB support, ERCOT will need to move to a more current version of NAESB. ERCOT is projecting to move to NAESB v2.2 in 2015, therefore, TDTWG is currently working with NASEB to develop new standards for the Retail Electric and Gas quadrat that would incorporate our current business requirements for Texas Retail into v2.2 of the NAESB Standards. Retail Market Subcommittee Inadvertent Gain (IAG) Report ◦ ERCOT continues to provide monthly IAG reports to RMS since the volume of IAGs fluctuates each month with graphs trending up and down since January 2013. Retail Lessons Learned Taskforce ◦ Final analysis: Unplanned Outage market communication improvements being addressed through various market guide revisions and documentation, for example: Commercial Operations Market Guide Revision Request (COPMGRR034) redlined changes, RMS’ recommendation to COPS would be to Table COPSMGRR034 awaiting the final approved version of RMGRR115 to ensure processes are in synch Retail Market Guide Revision Request (RMGRR115) redlined changes pending to include additional unplanned outage procedures. Retail SLA changes were approved by RMS during the February 20 th meeting to include Retail Market Call procedures for extended unplanned outages. April 9, 2013Commercial Operations Subcommittee6

◦ RMGRR111 - Process Updates for the Request of Historical Usage Data via Smart Meter Texas Web Portal Describes new process for third parties to obtain 15-min historical usage via the SMT Establishes that 15-min historical usage data is not provided by TDUs in current LOA process for historical usage Continued to be Tabled at RMS pending final design decisions concerning 3 rd Party Letter of Authorization processes on Smart Meter Texas (SMT) PUCT Project 41172 opened to monitor completion of 3 rd party functionality on SMT Portal. SMT Development and Oversight (SMTDO) group will manage remaining SMT releases and their updates and project progress reports will be provided to the new Advanced Metering Working Group (AMWG) and the Retail Market Subcommittee (RMS) Retail Market Subcommittee April 9, 2013Commercial Operations Subcommittee7
