Water 2025 Western Water Initiative Challenge Grant Program for Fiscal Year 2004 U. S. U. S. Bureau of Reclamation, Denver, CO New program Application due April 8, 2004, grants will be awarded by September 2004 Eligible applicants are irrigation and/or water districts in the western U. S. (including NM and TX) Cost share is 50 percent Funding amount up to $300,000 per agreement Estimated 15 to 100 agreements to be awarded Total amount of funding not to exceed $4,000,000 Projects must be completed within 24 months, although multi-year proposals will be considered www.fedgrants.gov/Applicants/DOI/BOR/D7810/04SF810957/listing.html

Objectives of RFP Invite irrigation and water districts to leverage their money and resources by cost sharing with Reclamation on projects that create water markets Make more efficient use of existing water supplies through - Water conservation Efficiency Water markets Particular emphasis on Conservation Efficiency Markets Collaboration

Provide irrigators and other water users the opportunity to rent, lease, or sell water for agricultural or urban uses Development of a water account that would provide a mechanism for willing buyers to purchase water from willing sellers Examples of eligible projects involving water banks and water markets

Automation of control structures with associated telemetry equipment for off-site control Implementation of water management programs to remotely monitor and operate key river and canal facilities Improved water application efficiencies Examples of eligible projects under new technologies for improved water management

Examples of eligible projects under canal lining Install new proven materials or technology Convert open canals to pipeline

Example of an eligible project under measuring devices Installation of advanced water measurement equipment

Water Conservation Field Services Program U. S. Bureau of Reclamation, Albuquerque Office On-going program Application due March 30, 2004 Open to any type of organization (no private landowners) Proposed activity must have a defined relationship to one or more specific Reclamation water projects (including Rio Grande Project) Cost-shared funding (preferred but not required) for water conservation activities Funding between $2,000 and $25,000 per year Projects should be completed within three years May submit several applications, but only one activity per application www.fedgrants.gov/Applicants/DOI/BOR/UC820/DOI-GRANTS-013004- 001/listing.html

Objectives of RFP Help water purveyors, municipalities, water districts, and acequias develop written water management and conservation plans Implement more efficient water management measures Increase technical understanding of unfamiliar water management Improve a segment of the public’s understanding of good water management principles through education, training, and research programs

Water Management Planning: Publication of “Desert Blooms, A SunScape Guide to Plants for a Water Scarce Region” by the City of El Paso Conservation Education: Rolling River Water Trailer and funding to support the math, engineering, and science education of students Demonstration of Innovative Technologies: Funding for 13 Water Control Telemetry Stations in the El Paso County Water Improvement District #1 Implementation of Conservation Measures: The Tri-City, Tri- State, Bi-National Water Festival, sponsored by the Waste Management Education & Research Consortium (WERC) Examples of Water Conservation Field Services Program Projects
