2 Need for More Space: 2010 brought all services to Coalition, (SR, VPK, CCR&R, Monitoring, Etc…) Had to lease additional space to provide services, -- Old building totaled 8,000 sf increase in rent 24 Staff and Cramped Work Space Need to Save Money: With Economic Crises Still hitting Marion County hard – We had to explore new ways to save money $90,000 spent on rent for 2012 – 2013

3 Cramped Space 8,000 Square Feet for 24 employees. Small Lobby for parent interviews. Tight parking

4  Buying a building provided an opportunity to divert the rent expenses to provide more for Direct Services  After 20 years, the ELC will have a building without a lien (18 years left)

5  Because We Qualified for a CDBG Grant  HUD’s: Community Development Block Grant (CDBG) program is a flexible program that provides communities with resources to address a wide range of unique community development needs  Program is Managed Locally and Authorized by Your County Government

6 HUD’s CDBG Priorities Are: 1. Decent Housing 2. Suitable Living Environment 3. Expanded Economic Opportunities Eligible Priorities Include:  Public Facilities and Improvements  Public services  Economic Development CDBG eligible activities are initiated and developed at the state and local level

7 Roseann Fricks, our Executive Director met with Marion County’s Community Services Director  We Met Standards by Demonstrating: ◦ ELC provides Expanded Economic Activity by allowing families to become gainfully employed while children receive child care services ◦ ELC is a Public Service  Pre-Application to determine if we qualified  We were Asked to Complete a full application for FY 2012-2013

8  Shortly after submitting our application, the Community Services Office advised us that we received the highest score  Next Step: County Commission Approval ◦ Reaching out to County Commissioners ◦ Attend work shop ◦ Attend County Commission meeting and answer questions We Received $648,000

9  Search process began months earlier with anticipation and expectation of receiving Grant  Needs: Close to bus line; central location; additional office space and storage space

10 In December 2012, After many weeks of searching, this is what we found. Met our size needs. Met our goal of being close to bus routes and central location to all of Marion County residents Listing $850,000, purchased property for $540,000.

11 We Closed on Building in March 2013. The next 8 months involved: 1.Assessing Needs 2.Confirming A Design/Architect 3.Selecting Contractor Davis Bacon Law 4. Permitting 5. Renovation Work 6. The Move

13 Appraisal on building at Purchase = $642,000 Purchase Price =$540,000 Renovation =$160,000 Appraisal on property as of 2015 =$1,089,945

14 Through donations, in-kind services, and balance of grant funds our community has a building for early learning and the Coalition will not pay rent so additional children can be served!
