Inmates present serious escape risks or pose serious threats to themselves or others
Supervision is direct and constant

Inmates present a moderate escape risk or may pose a threat to other inmates.
Supervision is still constant and direct but more work and program opportunities available

11. Minimum
The goal is to return the inmate to a greater sense of responsibility and independence
Inmates not considered a serious risk to others.
Program participation typically mandated and geared to reintegrating them into society.
Access to the community is limited and under the supervision of staff members
