EPOS IP Validation and pre-operational phases Massimo Cocco & PDB

EPOS IP project Timeline Implementation Validation Pre-operation

Validation and Testing A rigorous testing and validation phase is foreseen in the DoA and in the GA for each TCS and for the ICS at M12 and M24 Establishing the metrics for EPOS IP impact assessment and TCS- ICS validation is a duty for the first year of activity (Session 5 of the kickoff agenda) The Service Coordination Board (SCB) and the PDB will ensure that all activities associated with the service implementation will be discussed and endorsed for validation in WP1 and WP3 IPC will approve the outcomes of validation and their transmission to BGR for final decision after discussion in the Board of National Scientific Representatives (BNSR)

Testing TCS and ICS maturity Adoption of coherent data policy Quality (and Quantity ?) of data accessible through data infrastructure Status of TCS services and their use Level of interoperability and coherency of metadata structure ICS-C functionality and community testing Reliable financial and governance models to contribute to a Data Management Plan

Access to data and services Availability and Access Re-use and Redistribution Universal Participation EPOS relies on Open Access principles Open Access does NOT mean: anonymous/unlimited/free of charge access to DATA registered users embargo period charging with justification and at a reasonable cost are still in line with the principles of Open Access services and data are provided under a common approach based on shared data policy and principles

IPR Terms & Conditions Restrictions IPR Terms & Conditions Restrictions Licensing Data & Service Providers Data & Service Providers EPOS Data & Service Users Data & Service Users Open Access deposit terms Open Access license Data & Data Products Level 0,1, 2, 3 Data & Data Products Level 0,1, 2, 3 Tools & Software Open: Restricted:Embargoed Categorization as needed for legal aspects Categorization as needed for legal aspects Users Anonymous: Registered:Authorized mix and match as required Guiding principles: – open access – licensing – no charges Balance: Legal risk : Openness : Traceability Protect EPOS legally Trace EPOS use & users Unrestricted use & access EPOS Data, Access, and IPR policies

Adoption of coherent data policies Validation specific criteria – Adoption of open access principles (EPOS DP) – Openness for Data Access (open vs embargoed/restricted) – User traceability (user authentication) Foresee strategies to image the general framework – Existing policies at local level (observatories, institutions, laboratories, …) – Existing policies at national level – Existing policies at governance level

Quality, quantity and range of DDSS accessible through the infrastructure Shared testable procedures to assess DDSS quality Data standardization Metadata completeness Implementation plan for non-standardized data Feasible and timely plan to provide access to all the declared DDSS Number and coverage of the infrastructure/facility Testable semantic quality

Level of interoperability and coherency of metadata structure

ICS-C functionality and community testing System performance and accessibility

Reliable financial and governance models Appropriate management of legal issues (IPR, ….) Completeness of the cost assessment of TCS Financial Plan for TCS Governance model

Management of validation outcomes Procedures to manage validation Method
