1.0 BACKGROUND MKUKUTA was approved by the government in Feb, 2005 Implementation started in 2005/06 financial year First draft progress report is out for consultations Use of the report

2.0 Key Features and Principles Key Features MKUKUTA is outcome/results based Focused on priority outcomes (and not priority sectors) Calls for cross sectoral collaboration, linkages and tapping on synergies Stresses the importance of Harmonization and Alignment of government Policy planning, budget and reporting Recognizes key role governance and economic growth in poverty reduction Emphasis on mainstreaming cross cutting issues It is a five year strategy

4 MKUKUTA and MDGs MKUKUTA is MDG led strategy –Results orientation –Human right approach –Targets and indicators –MDGs are implemented through MKUKUTA –Monitoring and reporting MKUKUTA is a national vehicle to deliver on MDGs

5. MKUKUTA Implementation Alignment of the Government Budget with MKUKUTA. –Development of SBAS to facilitate resource allocation –Training of MDAs, RS and LGAs were conducted –Budget Guidelines have been reviewed in line with MKUKUTA thinking –PER process has been reorganized along MKUKUTA clustering approach –Costing exercise for MKUKUTA interventions has been conducted for nine sectors

Cont’d Alignment of sectors’ and LGAs’ with MKUKUTA –MDAs’/LGAs’ MTEF aligned to MKUKUTA –Training conducted for both MDAs and LGAs –In collaboration with PO-PSM sector strategic plans were harmonized with MKUKUTA

Cont’d Mainstreaming x-cuttings into sectors and LGAs processes –Generally is work in progress at varying levels –Some are mainstremed eg Gender, HIV/AIDS –Some are ongoing eg Environment

Cont’d Monitoring system –Has been reviewed to MKUKUTA Monitoring –New Monitoring master plan has been developed –MKUKUTA Monitoring indicators developed and adopted –Link with sectors’ / LGAs’ M&E is being strengthened

Cont’d Harmonization of processes –Done collaboratively with PO-PSM,MoF and MPEE –Manual is being developed to guide processes –Effort to harmonize and align the GoT-DPs processes are at various level

Cont’d MKUKUTA Communication strategy –Has been developed adopted and launched –Action plan was developed through communication working group –Is being implemented in collaboration with other actors to educate masses –However it will be a long way given the diversities among our people

Cont’d Social protection framework for Tanzania –It is under development –Discussions with stakeholders is ongoing –Conept note has been developed and it is shared with stakeholders –Zonal workshops to collect views is planned for March – June 07 –Training on Human Rights Based Approach to Progamming (HRBAP) has started –Draft NSPF is being shared

6.MKUKUTA Monitoring MKUKUTA Monitoring Master Plan was developed and adopted in 2006 It spells out institutional set up, Monitoring indicators and Outputs It monitors growth and poverty reduction outcomes Monitoring of outputs and inputs is done through Sector/LGAs Monitoring and Evaluation Systems

Cont’d Institutional Set up Technical Committee –Chaired by PS/MPEE –Composed of senior government official and representative of DPs –Major role is to provide oversight to TWGs Below the TC are three TWGs –R&A TWG –Data TWG –Communication TWG Each have annual work plans MKUKUTA Secretariat –Main roles include Coordination, reviews and consultations

Cont’d Monitoring indicators Several indicators have been identified for each goal of the three clusters Mainly outcome indicators Frequency of data collection varies Methods also differs –Some through periodic surveys –Others are collected through routine system and –Some through specialized studies

7. CHALLENGES Implementation challenges –Cross sectoral collaboration –Implementation involves Non State Actors (Private sector, Civil societies, Community organizations, Trade Unions) –Roles of various actors –Role of the government vs private sector –Role of the government vs Civil Society Organization/Non State Actors

… Cont Monitoring Challenges –Strengthening and harmonization of Monitoring systems –Outcome monitoring –Monitoring a multi stakeholder implementation –Coordination –Capacity building

7.0 CONCLUDING REMARKS MKUKUTA is a five year programme We are in the second year of implementation Much of the first year was spent on preparatory and reorganization work However, implementation has continued through budget execution We have not been able to capture the non state actors, but efforts are in place to bring them on board through Monitoring system and other processes

… Cont Challenges are many The envisaged reorientation, change of mind set, capacity and skills reorientation have not been forthcoming Financing level have not matched the ambitious goals and targets in MKUKUTA More advocacy sensitization and awareness raising in our people is still a wanting challenge
