2013 DES Anti-bullying Procedures Significant advance Includes cyber-bullying and identity-based bullying (such as homophobic, transphobic bullying and racist bullying). Based on positive school culture and climate, welcoming difference and diversity Education and prevention strategies must explicitly deal with the issue of cyber-bullying and identity-based bullying including in particular, homophobic and transphobic bullying. Procedures apply to all schools – Primary & Post-Primary 3

Lack of communication between teachers, principals, parents – a lot of ill-founded presumptions Leadership central in shaping school approaches Need for balance between religious beliefs and equality frameworks/guidelines/principles Low awareness of additional resources
