2 Objective:  Comprehensive review of renewable energy development to improve understanding of the national energy sector  Identification and analysis of key issues associated with the deployment of RE  Present the opportunities for scaling up renewable energy development  Discuss the specific issues to be addressed, and prepare specific policy recommendations  Produce a portfolio of actionable initiatives to be developed Status:  Completed SIDS: Kiribati, Grenada, Fiji, RMI, Vanuatu Renewables Readiness Assessments 2

5 Kiribati 1.Policy, legislation and regulation development to support renewable energy NECC, Review Energy Act, KSEC business model review 2.Off-grid electrification including Kiritimati RE plan, Standards for solar, CB at KIT, Rehab of outer islands installations, ISP for KSEC, Private sector involvement 3.Grid Connected RE Standards and guidelines, Privately owned GC solar PV, Capacity building for grid management 4.Grid Integration of RE Maintain the stability of the grid while allowing a high level of solar PV input (grid stability) 5.CNO for power generation and transport Develop Coconut Oil (CNO) as a biofuel for power generation CNO implementation plan, Fuel standards, testing facility, Mobile copra mills, PUB genset design CNO Use CNO as a land and sea transport fuel Trial shipboard use of CNO, Trials of blends of CNO & kerosene or diesel fuel for land transport 5

8 Vanuatu 1.Policy, Regulation, Legislation and Capacity Building Effective implementation of NERM: policy review and development partner coordination  Review Roadmap, Facilitate coordination development partners 2.RE for Rural Electrification  Institutional approach SHS, Standard designs for SHS and mini grids, Capacity for OG solar, Strategy for rural access to electricity, Off-Grid electricity market study for tourism 3.Grid Integration of Renewables  Grid stability 4.Grid Connected Renewables  Standards, Training and capacity building, Finance for private sectors installation of Grid Connected RE 8

9 RRA Summary 1.Policy, Legislation, Regulation and Capacity Building to support RE Development: Both Kiribati and RMI wants to establish a National Energy Coordinating Committee. Kiribati, RMI and Vanuatu wants their existing policies and legislations reviewed. 2.RE for Rural electrification, only country specific recommendations 3.Grid Integration of Renewables – Kiribati, RMI and Vanuatu wants to have a grid stability study carried out. RMI has completed this study and was carried out by Japan. 4.Grid Connected RE (Solar, Wind, Geothermal, Hydro): Fiji and Vanuatu have the potential to develop geothermal. Kiribati, RMI and Vanuatu recommends appropriate standards and guidelines, technical capacity building and training on grid connected PV; RMI & Vanuatu recommends financing schemes and participation for privately owned systems. 5.Coconut Oil for Power Generation and Transport: RMI wants to explore Coconut Oil to be used for power generation. Kiribati wants to explore CNO for both power generation and transport. 9

10 EXPECTED RESULTS Effective implementation of RE roadmaps in the four countries, Clear and effective policies and legislations, Enhanced capacity to plan, design and deploy RE. Stimulate interest and increase investment in RE Increased RE share in electricity mix Streamlined donor support in RE deployment Overall result would be achieving the national RE targets 10

11 CONCLUSIONS & WAY FORWARD Having approved by Minister, RRA is a guiding document for the government Identifies concrete steps to improve enabling framework to promote RE deployment Implementation of RRA recommendations need to be led by the government And supported by IRENA and regional and development partners 11
