4. What’s a Satellite? CTE/JTED Programs offered in the traditional high schools. Examples: –Automotive Tech at Mt. View High –Biotechnology at Tucson High School –Engineering at Catalina Foothills High 90% of JTED Students are enrolled in Satellite programs

5. What’s a Central Program? CTE/JTED Programs offered at a site operated by Pima County JTED Examples: –Certified Nursing Asst. at Master Pieces Campus –Cosmetology at Camino Seco Campus 10% of JTED Students attend Central Programs

6. Since Satellite CTE/JTED programs got the largest cut … let’s see how bad it really is!

7. All school funding is based on… Average Daily Membership (ADM) Fancy name that means that schools get funded based on student counts. One high school student present all year long - all day long generates 1 ADM

8. Satellite Funding– Here’s the Math 1 ADM = $4588 this year Because a premier CTE Program is expensive, students enrolled in a CTE/JTED class generates an additional.25 ADM ($1147) to pay for state of the art industry validated equipment, etc.

9. Let’s look at the intent Because the JTED enabling legislation contains a non-supplanting clause the extra funding must be used to transform average Career and Technical Education Programs into Premier Programs

10. WHO gets WHAT? School districts keep the original 1.0 ADM ($4588) just like they do for every student … to pay for busses, teachers, school lunch program and all it takes to run a school. The JTED receives the.25 ADM ($1147) per student enrolled in CTE/JTED programs to enhance programs and bring them to premier status etc. ]

11. How cuts have been administered in the past JTEDs have never been funded at 100% ($1147) For seven years funded at 91%($1043) Last year bumped up to 95.5% ($1095) New legislation drops to 92.5% ($1013)

13. New State Budget Cuts ADM ! A District has a student enrolled in a CTE/JTED Satellite course so the state budget cuts the schools ENTIRE funding for that student by 7.5% $4588.74 X 92.5% = $4,244.58 This is a loss of $344.16 to the school for each student they allow to enroll in a CTE/JTED Class

19. What Does the Loss of Funding Mean to CTE? Insufficient funding to maintain programs at premier/industry standard level Insufficient funding to pay teacher salaries so programs will close As programs close, there will be less money due to lower enrollment so more programs will likely close – Downward spiral until funding no longer exists

20. As a result…… Graduation rates will go down Dropout rates will go up Academic achievement and retention will go down Fewer students will graduate high school college and/or career ready Where will the future workforce for Arizona come from?
