Questions to consider about the Articles of Confederation… #confusion Who or what retained most of the power to regulate laws under the AOC? What type of government did the AOC create? Who was the President and who made up the Supreme Court? What were four problems with the AOC?
7
Thirteen Countries (Confederate Congress-National Government) (The 3 rd Congress ) Each colony became a Nation-state Each state was really an independent country. People were loyal to their state, not one big country.
8
Confederacy VS Federal Government Write these two words down and lets talk –Confederacy & Federal Confederacy- Federal- What is the United States today? (Confederacy or Federal)
9
In ur opinion What are some good things about 1.Having little or NO government? 2.Having a strong and large government? 3.Having a MODERATE government?
10
State Government Each state had its own government. –More important than the National government –“I’m a Virginian” not “I’m an American” Each state dealt with foreign countries on their own. DISASTER Each state made its own money DISASTER
11
What influenced the Articles of Confederation? John Locke’s Social Contract theory- Stated that the government and the people it governs should live by a contract. The gov. should protect the citizens In return, the people live by the laws
12
Bell Ringer Define Confederacy and federal government. What happened at the Battle of Trenton? Do you know anything about your government?
13
John Locke – Social Contract
14
NHMARICTNYPANJMDDESCGANCVA Citizens of Each State Elects State Gov’t Congress Each State = 1 Vote No ExecutiveNo Judicial System
15
Articles of Confederation An agreement by the states to work together. Formed a very weak central government. –No judiciary (national court system) –No executive branch (think King) –One legislature, with little power.
16
Why a Weak Government? Parliament and the King were strong! The colonies had rid themselves of such a government. –An executive reminded them of a King, so no deal.
18
Problems with the Articles Congress could not tax the colonies. –Each state levied its own taxes. Congress could not fix trade problems between states. Each state had only one vote –It did not matter how big or how many people lived in it.
19
Government Gridlock To pass a law, 9 of 13 states must agree –Nearly 70%!! –Few laws were passed To amend (change) the Articles of Confederation, all states must agree.
20
Land Issues Colonies won lots of new land. Each state claimed some of that land as theirs.
21
Northwest Ordinance All states agree to give up claims to land in the west. System is created to make new states. –Three step process to statehood –60,000 –Public education –No slavery New states would be equal to old states. Only big success under the Articles of Confederation.
22
What could the Confederation Congress do..?? Declare War!!!!! This was their only power. Problem- Each state could decide how many militia it wanted to volunteer. Basically, the states didn’t have to send troops… How is this a problem???
23
Shays Rebellion Colonists in Mass. angry over high taxes. Farmer named Daniel Shays leads an armed rebellion. Congress cannot raise funds for an army Mass. finally raises an army and defeats Shay. Convinces many people the Articles need serious revision.
24
Call for Change Small number of people want change Reasons: –Create a government that can do something! –Fix many of the problems facing the states. –People are too dumb to govern themselves Folks call for a convention in Annapolis Maryland to discuss changes.
25
Annapolis Convention 1786 Annapolis, Maryland Only 12 reps from 5 states show. Delegates plan to meet again in Philadelphia in 1787 Goal is to fix the national government.
