Advancing Government through Collaboration, Education and Action 2 ACADEMY HISTORY 2010 – ACT-IAC Business Model working group recommends establishment of an education and training program to supplement the organization’s educational offerings and generate revenue; Consultant is hired to do market analysis; concludes there is a viable market where ACT-IAC could add value 2011 – Decision made to invest in an ACT-IAC Academy; Sara DeCarlo retained to implement; first course offered 2012 – Managing Director of Education position created; 20 courses developed; 12 held; work towards IACET certification begins 2013 - ACT-IAC receives IACET certification; first CEUs issued for ELC 2014 – CEUs issued for all four major ACT-IAC conferences; Jim Beaupre retained as Academy Director 2015 – Over 200 individuals receive CEUs for attending ACT-IAC events; Academy catalog includes 7 unique courses developed by ACT-IAC and another 8 to 10 created through partnerships.

Advancing Government through Collaboration, Education and Action GOOD NEWS & BAD NEWS GOOD NEWS IACET Accreditation –IACET Accreditation is a major differentiator from competitors offering CEUs –Member tracking processes developed –160 CEU certs issued to over 175 members representing 16 events/classes – representing 1,600 hours of ed. Positive reviews by all attendees to all courses held Academy integrated in other ACT-IAC activities Up to now all Academy curriculum developed/taught by SME volunteers or corporate donation Class attendance increases with targeted marketing 4 BAD NEWS Attendance has not grown significantly Academy not a known brand Most attendees just want a certificate of attendance; don’t see value in IACET CEUs No online/video courses available, but requested Constant shuffling of classes, instructors, schedules Director 70% of time on admin issues, not on building new content Volunteer instructors disappear at last minute Location, location, location Resources not there to reach 2015 goals

Advancing Government through Collaboration, Education and Action ACADEMY OPTIONS Option 1: stop creating and offering training classes; focus on the educational value of events such as ELC; drop IACET certification Option 2: Same as option 1 except that ACT-IAC will retain IACET certification and continue to award CEUs Option 3: Increase the investment in the Academy with a full-time Director and full-time administrator; stop relying on volunteers to develop content; develop online educational content Option 4: Outsource the Academy –Option 4A: ACT-IAC would develop course content and handle all administrative activities. Contractor would help develop courses and license software to permit the development of on-line courses –Option 4B: All activities would be outsourced to the contractor 5
