KERALA - DISTINCTIVE FEATURES Implementation of IWMP is totally entrusted with PRIs. Block Panchayaths, the Middle Tyre of Panchayaths, are designated as PIAs. Watershed Committees are formed as the subcommittee of Grama panchayaths, and Presidents of Grama Panchayaths are designated as Chairpersons of Watershed Committees. At District level coordination is vested with the District Panchayaths, and approval of DPRs are done by DPCs.

Transparency is ensured through Grama Sabhas:- Identification of works are done in consultation with Watershed Grama Sabhas. Action is also initiated to conduct social audit through Grama Sabhas. Convergence: - We have taken steps to ensure convergence of all State Plan Schemes and Centrally Sponsored schemes with IWMP. Special attention is given to convergence of IWMP with MGNREGS.

PRIORITY FOR WATER & SOIL CONSERVATION Kerala is a narrow strip of land between Western Ghats & Arabian Sea Having peculiar topography with extreme and moderate slope in majority of land area. Even though we get large amount of rainfall annually, we suffer from acute water shortage in summer months. Hence, under IWMP, top priority is given to recharge of ground water sources, sustainability of existing surface water storage and other soil & water conservation activities.

Livelihood Assistance: - Livelihood assistance is being issued to Joint Liability Groups with 5-10 members, carved out from existing SHGs and Kudumbashree NHGs. We have planned to converge livelihood activities with NRLM.

Special Issues:- During last financial year (2014-15), we have submitted proposal for second instalment during January, 2015, but no funds were released from GoI. In the current financial year the funds released by GoI only in the month of September, 2015 due to the change of IWMP scheme to PMKSY (Watershed). Due to paucity of funds all the implementing agencies were in setback, and the programme suffered a lot. In Kerala, the programme is being implemented through PRIs. The process of election to the Local Bodies is now progressing to the final stage. This also hindered the progress of implementation. The State share of funds based on 60:40 funding pattern has been released now.

SPECIAL INITIATIVE - REJUVENATION OF BHARATHAPUZHA RIVER BASIN Kerala has 44 rivers; all of them suffer water shortage in summer months. SLNA, Kerala had decided to take up IWMP projects for rejuvenation of River Basins. As a first step we have prepared PPR for rejuvenation & restoration of Bharathapuzha, the second largest river. Presently, Bharathapuzha is a river of sand with a narrow stream of water as a midrib. Though Bharathapuzha basin receives copious rainfall of 2000 to 2800 mm annually, and during monsoon the river gets filled up, but soon after the rain, it goes dry again.

The lean flow in the river during most part of the year, especially during summer months, had resulted in acute drinking water shortage in the river basin which spread about three districts in Kerala. For several minor irrigation schemes, this river is the main water source. Moreover, water scarcity had resulted in change in cropping pattern especially paddy.

Our approach is to take up Natural Resource Management interventions in the selected watershed areas of Bharathapuzha River Basin through people’s participation under the leadership of PRIs and assistance of Kudumbashree network and to dovetail all the available resources under MGNREGS and other line department schemes for the purpose.

We have conducted a preliminary study through Kerala State Land Use Board with available data and an output oriented PPR had been prepared based on selected indicators taking in to account the study conducted by KSLUB in Gayathripuzha river basin.

To discuss about various aspects of Rejuvenation & Restoration of Bharathapuzha River Basin, SLNA had conducted a State Level Seminar with participation of experts from different fields and line department officials. Shri. Rajendra Singh, ‘The Water Man of India’ and Magsaysay Award & Stockholm Water Prize winner had made the Key Note Address of the Seminar.

Based on the preliminary study and deliberations in the Seminar, it is proposed to initiate watershed management activities in the drought affected areas of Bharathapuzha River Basin under PMKSY (Watershed) Other Interventions.
