4 Hertfordshire Highways ‘The National Salt Problem’ In the UK the past two winter seasons have represented ‘1 in 20’ and ‘1 in 30’ year events Following a succession of milder winter’s many authorities have reduced their salt stock holdings This has created a lack of resilience in the UK for coping with more severe winters, where the UK’s demand can be near to 200,000t / day when production is limited to around 10,000t In February 2009 and again in January 2010 the Salt Cell was initiated to provided delivery advice to UK authorities They also informed the Secretary of State for Transport decisions on salt efficiencies. Public perception - To happen once was unusual, twice exceptional but to allow it a third time………………inexcusable!

5 Hertfordshire Highways Pre-season stocks In-season usage In-season restocking Piecing Together a Solution Examine areas of possible efficiencies: Undercover salt storage – up to 50% Vehicle calibration – up to 30% Selection of de-icing material – up to 25% Review of treatment matrix – up to 40% (for snow and marginal treatments) Receiving salt during the season when demand can be high puts incredible pressure on your service Are SU, CP & ISS’s outputs enough to meet mainland UK demand? Mutual Aid – can you formalise arrangements? Ensure you hold adequate stocks at the start of the winter session to provide a good level of resilience without the need for ‘just in time restocking’

6 Hertfordshire Highways Considerations –Remember – Increasing your pre-season stock levels by 1 day’s resilience simply means you can last one day longer!! –Current forecasts suggests a small stocking deficit entering October with the deficit increasing to around 250,000t across the UK going into November 2010 –Imports are becoming increasingly scarce – Europe experienced one of its hardest winters for years and its authorities have experienced the same problem. –Resilience can potentially be increased to greater degree by looking at existing in-season practice: Material selection and storage Vehicle calibration and dosages In-season supply chains to meet UK needs (remember – mainland UK currently sees only 10,000 tonnes per day delivered but during ‘white outs’, the UK can use near to 200,000 tonnes in a single day!!
