3. Fascism – means a government by dictators Francisco Franco – dictator who crushed the hopes of a democracy in Spain and proved to Mussolini and Hitler that dictators could rise. Franco won control of Spain in 1939. (Guess what year Hitler decided to attack Poland and start WWII)
