3 NDCC Memorandum Order No. 5
In times of disaster, particularly natural calamities, foreign emergency assistance like food, clothing and medicines is made available NDCC Memo Order No. 5 specifies that during emergencies, humanitarian aid may be directly channeled through the DSWD for food and clothing; the DOH for drugs, medicines, and other medical equipment; the DPWH for construction and materials; and DepEd for educational materials
