2 WHAT IS JADF? According to the Prime Minister’s instructions No 004/03 of 27/12/2013, JADF is a consultative level of information dissemination, promoting cooperation among people or actors in development and social welfare of the population. The Forum aims at coordinating activities of all development actors so as to promote coordination of efforts, efficiency and avoid duplication of efforts. 15 CHALLENGES Some partners don’t give JADF annual contribution; Some partners do not submit their action plans and reports to the District Partners action plans without correlation with District priorities Some partners do not participate actively in JADF activities Some partners sign MoU with Ministries regardless District implication (eg: LNGOs supported by Global Fund) Limited funds leading to limited activities like commissions meetings, study tours, and fourth open day is likely not take place PARTNERS COORDINATION WITHIN JADF15

16 WAY FORWARD District has to extend JADF-PS contract so as to allow proper coordination of JADF activities since July 2014 Partners have to pay JADF annual contribution in order to facilitate its main activities such as open days, field evaluation, study tours… Initiate partners to present regularly their action plans & required reports All partners have to participate in JADF activities (GA, open days, study tour) so as to increase accountability and visibility All partners must present MoU to the Districts PARTNERS COORDINATION WITHIN JADF16
