3 3 3 GEFA Overview Georgia Environmental Finance Authority State agency that finances water and sewer projects for cities and counties Since 1985 GEFA has committed: More than $3.5 billion To more than 1,400 projects Current loans in repayment or under construction: More than 500 active loans In more than 300 communities

4 4 To help communities implement their water and sewer capacity goals At low-interest rates With quick turnaround time Designed and managed with local governments in mind The Georgia Fund, the Clean Water State Revolving Fund (CWSRF), and the Drinking Water State Revolving Fund (DWSRF) provide long- term financing to cities and counties Water Resources Division

10 10 GEFA Stormwater Financing Traditional Drainage Infrastructure: Culverts, catch basins, detention ponds Green Infrastructure: Passive recreational facilities that infiltrate rainfall Curb cuts, bioswales, streetscapes Land Conservation: Stream buffer acquisition Source watershed protection Stormwater Planning and Utility Implementation

11 11 SRF Principal Forgiveness Projects that meet the following goals are automatically eligible for loan forgiveness: Address water-efficiency goals Address energy-efficiency goals Mitigate stormwater runoff Encourage sustainable project planning, design and construction. Every year between November 1 and December 31 GEFA collects pre- applications for principal forgiveness through the federal SRF loan programs. This forgiveness has historically ranged from 10 up to 40 percent of loan amount. Eligibility for principal forgiveness is based upon: Income (Below 80% of statewide median household income) Unemployment (Local unemployment greater than state average) Population Trends (one point for an increase and two for decrease)
