Two key questions: When is it right to go to war? What is right to do in war? How should war be ended? Just War theory attempts to specify conditions for both these questions In the Summa Theologiae, Thomas Aquinas presents the general outline of what became the Just War Theory.

Justice in war. Right conduct in the midst of battle Applies mainly to military commanders, officers and soldiers. They are accountable for breaching the rules. Conditions: 1. Proportionality 2. Discrimination and non-combatant immunity 3. Obey all international laws 4. Fair treatment of Prisoners of War 5. Avoid ‘evil’ means 6. No Reprisals, avoid escalation

Justice after war (or during its ending) Transition from war to peace Conditions: 1. Proportionality – Avoid humiliation 2. Discrimination – protect civilians 3. Right vindication 4. Punishment – Offenders brought to justice and held to account 5. Compensation – Financial restitution to help repair 6. Rehabilitation
