Accountability Between 2003 and 2013 about $33 Million DoD funds expended CAPR174-1 Requires Accountability ORMS Allows Management Items under $500 acquisition cost now listed as: “Tracked Expendable Item” Still inventoried, but disposal and ROS are simpler

Inventory CAPR 174-1, 26 Dec 2012 Change 3 Inventory is from 1 Oct - 31 Dec “JUST DO IT” Start Early, Identify Problems and Fix Them Example: Florida Wing Most charters Almost as many charters as Rocky Mountain Region Well over 90% complete by the end of October Comm Managers need to watch and intervene at all levels IF YOU NEED HELP, ASK!

New Equipment Not much coming down DOK working on additional funding “Pull” not “Push” distribution system If you need it, Ask (and be able to justify) Read the TA, ask if you need help If you have something you don’t need, turn it in to the NTC or you may be directed to dispose of it

Adding Items to ORMS New additions must be approved by the wing DC Still having problems with “Garbage in, Garbage out” data Wing Financial Analysts are watching for items being added Buy something over $500, they expect it to show up on ORMS -- as required by regulation

Comm “Managers” DC’s and DCS’s need to insure property is managed Look at reports, talk to units, go to activities Move equipment as needed Equipment MUST be utilized NO SPARES Tactical Repeaters and Rapid Deployment Kits may be “on the shelf” Most other equipment should be in the users hands Overall, too much equipment in wing’s accounts This is costing us – more than you know

Comm Assessment Program Program is closed Many wings and regions had great improvement DOKPS will continue performing spot assessments on a “rolling” basis Using wing compliance inspection schedule Having your “Paperwork” in order is fine, but utilizing equipment properly is the goal of the assessment program
