Constant-Price Estimation of National Accounts - at National and Regional Levels SCOPE AND COVERAGE UN-ESCWA 22 – 25 September 2007 Cairo, Egypt

Background (1) ESCWA received a request for practice-oriented training from COSIT on six topics viz. –Methods of Compiling and Updating Input-Output Transaction Tables –Capital and Financial Accounts of General Government and Financial Corporation Sectors –Supply and Use Tables – compilation methods and methods of estimating missing data –Social Accounting Matrix (SAM) – Compilation Methods and Data Requirement –National Accounts Indicators at constant prices –National Accounts Indicators – its evaluation, use for projection and regional level accounting

Background (2) Giving priority to topics relating to NAS compiled at present, the workshop is designed to cover the last two. While conducting the workshop, we would like to learn from you about the status of compilation of –Input-Output Transaction / Supply-Use Table, –Capital account and financial account for the financial corporation and general Government.

Objectives Reviewing and improving methods of compiling NAS at constant prices following an integrated approach. Identifying the best feasible methods of estimating NAS aggregates at constant prices, with the data available at present. Identifying the data required to adopt the theoretically sound methods for estimating NAS aggregates at constant prices Providing a framework for compiling production- side aggregates at the regional level.

Scope (1) Compiling Constant-price Estimates at the national level –Production-side aggregates – Output, Intermediate Consumption and Value added –Expenditure Aggregates - Final consumption expenditure of households, Government and NPISHs, Gross fixed capital formation, Change in stock –Income-side aggregates – GNI and Disposable Income. Compiling Regional level production-side aggregates Methods of ensuring completeness and consistency of supply-side and use-side estimates

Scope (2) This workshop is not designed to address the problems relating to –Estimation of aggregates at current-prices – but aims to identify methods for compiling constant-price estimates consistent with current-price estimates. –Compilation of IOTT or SUT – but would refer to their uses for compiling constant-price estimates. –Estimation of expenditure- and income-side aggregates at the regional level.

Modules of the Workshop Identifying the Elementary Level of Aggregation used for compilation of GDP in Iraq Theoretical framework of estimating NA aggregates at constant prices Reviewing present methods followed by exploring for improved methods and applying them in practice Identifying the best sources and methods for estimating production-side aggregates at the regional (Governorate) level and applying them for compiling the estimates for one Governorate Methods of Balancing Constant Price Estimates of Production- and Use-side Aggregates
