11.  Challenges: Unclear boundaries often make public relations difficult Solutions: Using existing geographic boundaries makes communication with the public easier and makes it easier for addicts to find NA

12.  Challenges: Some places underserved by our current regions Solutions: Service bodies will be responsible for the whole of the state, ensuring that all locations are served

13.  Challenges: Duplication of services and inefficient use of resources Solutions: Having one service body for the state, or country, will help eliminate some duplication
