The West West of the MI River belonged to Spain.
Early 1800’s- Americans began moving west of App. Mts. and set up farms. Spain allowed Americans to use the river and port of New Orleans… Farmers in the west REALLY wanted the Mississippi River to ship their goods to consumers! FOR A LITTLE WHILE

In 1802 Spain closed New Orleans to American shipping. Spain then traded Louisiana to France. Jefferson sent Robert Livingston & James Monroe to France to offer to buy New Orleans

for Haiti FAILURE for France France under Napoleon wanted a western empire. Wanted to use island of Santo Domingo as a naval/supply base but… Santa Domingo fought and won independence from France
