Policies are required to reflect the country’s development vision for the sector Required to establish and support national and regional priorities and set guidelines for development of biofuels Law and regulations are needed to clarify the role and all stakeholders, and ensure harmonious and optimal functioning of the biofuel sector They are required to safeguard the interest of the gouvernment, actors and consumers of biofuels

Strategies are needed to bring to implementation the policies within the law and regulations adopted at national or regional level.

Policies and regulations may seek to: Determine priority feedstocks Map land usage (area, quality, location) Favor usage of existing crop by-products and crops suitable for marginal lands Establish safeguards for food security Promote equitable distribution of wealth created Ensure large participatory process for adopting policies and projects Set national consumption targets

Set quota for exports over determine period Incorporate measures to enhance national and local consumption not only in the transport sector Favor small scale developments involving local farmers Emphasize local transformation Restrict raw material exports

Set mechanisms and funds for supporting R&D, Technology and Innovation Promote continuous awareness creation and capacity building of key actors Set up regular review and monitoring mechanism Remove barriers for investment by national and international funds Include biofuel issues in energy regulatory bodies
