Ramsar Convention on Wetlands (www.ramsar.org) What is it for us? Biodiversity A blurred target: To achieve by 2010 a significant reduction (?) in the current rate of loss of biological diversity (?)

Ramsar Convention on Wetlands (www.ramsar.org) We also need a “road map”: 1. Operationalization: what we want exactly to achieve 2. Popularization: the world to know and take ownership 3. Establish the connection with the other relevant (all?) Jo’burg targets 4. Establish alliances with key actors: give the example at the international level to percolate to the national level 5. Negotiate a time schedule: most likely with an extension of the deadline by 10 years: 2020 6. Designate a monitoring agency to develop key indicators of achievement

CBD, in consultation with interested parties, should “operationalize” the target at its COP6, making it: 1)clearer - biodiversity as an integrating concept - key role of biodiversity in determining ecosystem functioning to provide services; and 2) more explicit: what do we mean by “significant reduction of loss”

How can we ensure a “positive impact”? Who is/will be in charge? How to integrate with “our target”? Who is going to ensure this integration?

How can we ensure a “positive impact”? Who is/will be in charge? How to integrate with “our target”? Who is going to ensure this integration?

Who is/will be in charge? Who is going to ensure this integration?

How can we ensure a “positive impact”? Who is/will be in charge? How to integrate with “our target”? Who is going to ensure this integration?

How to integrate with “our target”? Who is going to ensure this integration?

Ramsar Convention on Wetlands (www.ramsar.org) The “road map”: other relevant targets - Management of the natural resource base Water: By 2005, integrated water resources management and water efficiency plans Oceans and fisheries: By 2010, an ecosystem approach for the sustainable development of oceans By 2015, maintain or restore depleted fish stocks By 2012, establishment of representative networks of marine protected areas By 2004, a regular process for global reporting and assessment of the state of the marine environment Atmosphere: Facilitate implementation of the Montreal Protocol Forests: By 2005, assessment of progress in implementation of the IPF/IFF

Ramsar Convention on Wetlands (www.ramsar.org) The road map: Establish alliances with key actors – Give the example at the international level to percolate to the national level 1st step - Improved synergies on the 2010 target at the PLANNING, IMPLEMENTATION, AND REPORTING LEVELS among the biodiversity-related Conventions: CBD, CITES, Ramsar, CMS, World Heritage and Regional Seas – What do we need as the authorizing environment from each COP? UNEP to develop and actively promote Encourage and support Parties to “synergize” at national level – A role for UNEP?

Ramsar Convention on Wetlands (www.ramsar.org) The road map: Establish alliances with key actors – Give the example at the international level to percolate to the national level 2nd step – Extend the synergies to involve other key actors: at the intergovernmental level (UN and regional institutions) in the private sector: major groupings by economic sector major trade unions major international groupings of political parties associations of parliamentarians major women’s coalitions major groupings of indigenous people major NGO coalitions IN ALL CASES ENSURE THAT ACTIONS AT THE INTERNATIONAL LEVEL WILL PERCOLATE DOWN TO THE NATIONAL LEVEL SHOULD THIS BE THE RESPONSBILITY OF CBD? IF SO, WOULD CBD ESTABLISH A UNIT/SERVICE TO PLAY THIS ROLE?

Ramsar Convention on Wetlands (www.ramsar.org) We need indicators that integrate across the levels of biodiversity hierarchy (integrating the levels of species, ecosystem/landscape, and genetic variability) and include new and emerging ecosystems (not a popular view because it is easier just to count species!)

Ramsar Convention on Wetlands (www.ramsar.org) We also need: “shared” indicators: e.g., those to be used by several MEAs and other processes “tailor-made” indicators: e.g., those to be used in a particular economic sector or for a particular ecosystem
