Institute for Environment and Sustainability, Emissions and Health Unit 1 JRC-Ispra Inventory Improvement Programme P. Dilara TFEIP/EIONET, Warsaw, 24 September 2003
2
Institute for Environment and Sustainability, Emissions and Health Unit 2 JRC-Ispra Objectives : 1.To improve the quality of reporting to EU Directives (NEC) and CLRTAP Protocols using the Emission Inventory Guidebook and the EMEP Reporting Guidelines. 2. To enable countries to report data in support of new LRTAP Protocols (POPs, HM) and Directives (including reviews of IPPC/EPER). Division of Responsibilities: 1.Steering Body 2.MSC-W & ETC-ACC: emission data checking, gap filling and review. 3.JRC and TFEIP : Scientific analysis and development. Emission Inventories Improvement Programme
3
Institute for Environment and Sustainability, Emissions and Health Unit 3 JRC-Ispra WP on Emission Inventories Improvement Scientific gap filling –Emission Factors Database –Improved Default Emission Factors –New/updated chapters in AEI Guidebook Through Expert Panels Expert Networks –Extended network base as a resource to populate DB Training on Emission Inventories –November 2003 (on uncertainty assessment, in collaboration with EEA/ETC ACC) Series of International Conferences on Emission Inventories
4
Institute for Environment and Sustainability, Emissions and Health Unit 4 JRC-Ispra Emission Factors Emission factors for new protocols (POPs, HM) are underdeveloped Emission factors should reflect national/regional particularities Emission factors should change with changing technologies Emission Factors have to be accompanied by appropriate scientific background information Emission factors should be easy to find and to check / compare Database format ideal ATmospheric EMIssion factors Database: ATEMID ATmospheric EMIssion factors Database: ATEMID
5
Institute for Environment and Sustainability, Emissions and Health Unit 5 JRC-Ispra Objectives Atmospheric Emission Factors Database ATEMID To collect and disseminate up-to date EF accompanied with scientific info –Increase quality and transparency of Inventories –Facilitate development of default EF –Support review process To complement the AEI Guidebook, but regularly updated To improve EF quality, by setting minimum requirements on background data To include EF for difficult sources/pollutants and region/technology specific To identify gaps, focus future research
6
Institute for Environment and Sustainability, Emissions and Health Unit 6 JRC-Ispra How: Atmospheric Emission Factors Database ATEMID Similar structure to IPCC EFDB Software needs adaptation Users manual similar to EFDB To set procedures and criteria for accepting inputs
7
Institute for Environment and Sustainability, Emissions and Health Unit 7 JRC-Ispra By Whom: Atmospheric Emission Factors Database ATEMID Steering Body (same as Improvement Programme) To be set-up and run by the JRC Editorial Boards to screen the quality according to minimum criteria Boards could be subset of Panels Expert meetings involving industry, inspectorates, other sources of info (EGTEI, EIPPCB, DG-Res, …).
8
Institute for Environment and Sustainability, Emissions and Health Unit 8 JRC-Ispra By when: Atmospheric Emission Factors Database ATEMID Items 4 th Quarter 2003 1 st Quarter 2004 2 nd Quarter 2004 3 rd Quarter 2004 4 th Quarter 2004 2005 Setting Procedures Software adaptation Include Guidebook Data/under discussion Case Study: C&I Launch Meeting w/Experts X Report to next TFEIP meeting X Transport Panel
9
Institute for Environment and Sustainability, Emissions and Health Unit 9 JRC-Ispra Training Scheme New JRC Training Session together with ETC/ACC –27-28 November 2003, Ispra, Italy –Improvement of Emission Inventories and Uncertainty Assessment –Focus on Accession Countries (AC) –17 AC experts and speakers + a few more posts –Invitation next week by EEA to NRCs
10
Institute for Environment and Sustainability, Emissions and Health Unit 10 JRC-Ispra Networking Proposal for initiating a series of International Conferences on Atmospheric Emission Inventories –To provide scientific forum –Same steering body as Inventory Improvement Programme –Scientific Board –To be passed by EMEP Executive Body, Dec 03. –Timing is crucial Following the TFEIP Plenary? Or after 6 months? –First of the series in Ispra, Italy in 2004
11
Institute for Environment and Sustainability, Emissions and Health Unit 11 JRC-Ispra Actions Set-up Steering Body of Programme Approve the set-up of the Atmospheric Emission Factors Database Approve the set-up of a Conference Series
