IMPLEMENTATION (OPERATIONAL LEVEL) Prescribed by National Instruction 6/2000 Provincial / Divisional Commissioner to ensure the proper distribution of allocated capacity in accordance with operational priorities and needs and national standards. Resource Programme Committees established in each Province / Division to manage shortages, surpluses and proper distribution and re-distribution.
