Functions Regulates the introduction of new or already existing chemicals Prohibits the manufacture/importation of chemicals that are not on the TSCA inventory An important note: the TSCA doesn’t simply separate chemicals into toxic or non toxic… it immediately cancels all production of chemicals deemed toxic by its own inventory

Creation and Enforcement The TSCA was created/administered by the EPA (Environ. Protection Agency) and passed by Congress The TSCA is an outbranch of the Toxic Substances Control Act passed in 1976, which mandated that the EPA protect the public from “unreasonable risk from injury to health or to the environment.” The EPA has the authority to require manufacturers to test chemicals, but must undergo an impractically lengthy formal testing procedure As such, the TSCA has been heavily criticized for its ineffectiveness.
