I can infer that they could be from the Ministry of Health and are here to inspect the food hygiene standards of the restaurant as can be seen from their serious expressions and the woman’s careful handling of the food. Furthermore, there is a large bottle of mineral water which seems unusual in a restaurant therefore it could belong to one of the inspectors who is conscious about hygiene.
