ICT environment in Uzbekistan Strengths, Weaknesses, Opportunities, Threats (E-readiness Review,UN,2001) Strengths The dominant theme among these capabilities is the depth of human resources available to be committed to ensure success: -Vision and political will to support ICT -Highly educated workforce -High literacy rate -Skilled technicians trained according to international commercial standards -Resourceful software programmers -Reasonable international telecommunications capacity

Weaknesses -High cost and availability of telecommunications bandwidth -Limited competition for basic network services -Insufficient domestic data network capability -Confusing Internet and ISP policy -Low PC penetration and low purchasing power for acquisition of advanced ICT –technologies -Low adoption and usage of ICT in government -Absence of electronic payment systems for e- commerce, including bank cards -Negligible ICT manufacturing capability

Threats Irregular development of the Internet access infrastructure by regions, lack of telecommunication networks in 32.7% of rural areas; Absence of public Internet access centres in most rayon administrative centres of Uzbekistan and practically in all rural areas. Unjustified inclusion of these centres into the category of Internet providers and licensing of their activity High prices on Internet access, international communication and cellular communication services Insufficient utilization of the existing digital transport networks capacity.
