Philosophical Base Family Centered services to protect children from abuse and neglect Improve conditions in families that place children at risk Family Centered services to support a child with a disability and their family

Referral Initial Assessment PS-90 Child is made a State Ward, must send notification to school Additional Referrals Services Coordinator contacts the family Home Visit Surrogate Parent Verification PS-90 Referral is mandated EDN is voluntary PS - 90

Evaluation/Review Ongoing Case; reviewed every 6 months IFSP every 6 months IFSP annually

Case Closure Case plan and goals have been met Transition No longer verified for Part C

Protocol for Referral Protection & Safety worker has contact with family PS worker suspects infant or toddler in the family has a developmental delay PS worker makes determination of substantiated abuse or neglect in family of an infant or toddler Referral is mandated

If child is made a state ward, PS worker sends the state ward notification letter to school School determines the need for a surrogate

Referral within 2 working days, the PS worker completes the PS-90 (referral form) and forwards it to EDN Services Coordination Agency and the IFSP timeline begins EDN Services Coordinator is assigned and coordination begins

Initial Contact with family SC arranges a personal contact within seven calendar days days of the initial contact or acknowledgement by the family, unless the family requests a delay

Family declines to meet with the SC Family declines to participate in EDN Family Agrees to continue in EDN. SC completes the PS-90 action taken and returns it to the PS worker

Multi-Disciplinary (MDT) Evaluation Referrals to non-educational services Verified Not Verified Formal Exit

Networking Cross training between Protection and Safety Workers, Early Development Network, and School Districts needs to be an ongoing process. Clarification of roles Avoiding Role drift Strengthen communication Family
