Regulatory Overview WEEE (Waste Electrical and Electronic Equipment) Directive 2002/96/EC of the European Parliament –Implementation Date Beginning August 13, 2005 –Regulates the treatment, recycling, and disposal of electrical and electronic waste. –Recycling Law

WEEE Support for Europe WEEE Recycling Program Implementation dates vary by country –UK pushed out the August 13 th date –Some countries are maintaining or are reluctant to move out date at this time While ultimate responsibility under local law is still unclear, 3M Touch equipment will be taken back from European customers and sent to a 3 rd party recycling facility for recycling and/or proper disposal by either 3M Touch Systems or the party deemed responsible under local law.

Regulatory Overview RoHS (Restriction of Hazardous Substances) Directive 2002/95/EC of the European Parliament –Implementation Date: July 2006. –Restricts the sale of products in the EU that have certain levels of hazardous material beginning in July, 2006 Lead, Cadmium, Mercury, Hexavalent Chromium, Polybrominated Biphenyls (PBB), Polybrominated Diphenyl Ethers (PBDE) –Adoption of this directive is taking place in in many countries, including some states within the US Adoption is taking place in China Adoption has occurred in California for computers and televisions, with 1/07 as an effective date.

RoHS Measurement of Substances Homogeneous Material (material that cannot be mechanically disjointed into different materials) –Mechanically Disjointed – the materials can be, in principle, separated by mechanical actions such as unscrewing, cutting, crushing, or grinding. –Example: a coating on a material Heterogeneous Material (material that could be separated by a mechanical process) –Mechanical processes include unscrewing, cutting, crushing, grinding, and abrasive processes –Example: circuit board

RoHS Directives Apply to All Products These directives apply to all 3M Touch products, components, and sub-components –Touch Screens –Controllers –Connectors –Cables –Gaskets –Shields These directives also apply to finished goods products, such as monitor products like the M150
