Collaborations can go forward (at least initially) with data shared informally, on a case by case basis. Stress the importance of continuous data archival and QC from the outset. A monolithic data center may not be needed. But standardized formats and ability to exchange data are necessary. PASSCAL model helpful: data sent to the DMC during the experiment and password protected for a period. Develop focused, high profile collaborative research data bases (CDs) to demonstrate the value of data sharing. First, with data following the Wenchuan earthquake.
