EM530 – Unit 7 March 18, 2012 Welcome!
2
Administrative Issues Any admin issues before we start this week’s audio?
3
Uses & Limitations of RA for RM Decision-Making How to translate this into “Eyes’ for Regulatory Decisions Iterative process, though very slow with our current process. Why do you think so? CAP
4
What possible risk management concerns do you see with this bead-blasting operation? CAP
5
Lessons Learned to Date Substitute technology for usual chemical stripping operations –Trying to reduce emissions (air & water) –Not productive for larger pieces needed repainting Swipe sampling standards exist – but from a housekeeping perspective vs human health protection –Some people LOVE numbers and will not deviate from that number per se vs looking at the whole risk management perspective Hygiene facilities available in older buildings and in outdoor excavations? Both female & male changing areas available? Several heavy metals possibly introduced into the environment – did we protect the environment & human health? Good case study: Erin Brokovich (PG&E Company & hexavalent chromium groundwater contamination: http://en.wikipedia.org/wiki/Erin_Brockovich)
6
What Risk Management Priority for these Radioactive Signs and why? CAP
7
Lessons Learned to Date State transport regulations Transferring out-of-compact Mixed waste Recycling “spent” rods vs “new” rods Stockpiling increases the radiation level! Education – can actually measure radiation levels!! Good case study involving the spread of hospital radioactive items is “The Radiological Accident in Goiania”: (http://www- pub.iaea.org/mtcd/publications/pdf/pub815_web.pdf).
8
Risk Management Priority for this asbestos hot pad and why? CAP
9
Lessons Learned to Date Exposure Limits, Exposure Monitoring, Regulated Areas, Methods of Compliance, Respiratory Protection, Protective Work Clothing and Equipment, Hygiene Facilities and Practices, Hazard Communication, Housekeeping, Medical Surveillance, Record Keeping, Observation of Monitoring, Respiratory Protection for Asbestos Fibers, Frequency of Chest Roentgenogram One environmental area where we have lots of data now after 30 years of hindsight and an acknowledgement that perhaps everyone “jumped the gun” in the name of protection. Synergistic effects with smoking
10
Risk Management Priority for this Bromine Laboratory Scenario and why? CAP
11
Lessons Learned to Date Lack of safety culture! Reading discusses risk assessments for areas such as radiation & microorganisms –Radiation “known”, i.e. Nonionizing - UV (sunlight), lasers, communications equipment, etc. Ionizing - x-rays, nuclear, etc. –Microorganisms – i.e. “mold”, No health standard to compare to
12
Risk Management Priority here for these blankets used to dampen noise and why? CAP
13
Value of this Picture? Workers know what is going on in their area! See what they do to their work area to make themselves feel “better” Local community groups know what is going on in their respective backyards Look & See: When you walk the site to be assessed Listen & Hear: When you talk to interested stakeholders Read & Comprehend: When you read the EIA, EIS, RA, contract, etc. and don’t forget the footnotes! Unintended Consequences
14
Unit 7 Summary Tried to show the linkage between risk assessment, prioritizing using risk management and finally, incorporating regulatory decisions Sidenote - Excellent documentary discussing environmental impact due to war/terrorist activity is “The Fires of Kuwait” : (http://www.amazon.com/IMAX-Fires-Kuwait-David- Douglas/dp/B00005MEPL)http://www.amazon.com/IMAX-Fires-Kuwait-David- Douglas/dp/B00005MEPL Any questions/concerns? I’ll stay online after this audio just in case... As always, thank you and have a good week! “See” you on March 25, 2012
