5 What does the study data suggest? Discussion at Orbis Cascade Alliance Council (library directors of member libraries) And many, many side bar conversations in libraries and on listservs…

6 The Inn-Reach solution: Why do it? Anything to lower the cost of ILL in member libraries Article and book borrowing require end-users to pursue different paths Would provide rich data for consortial collection development and cooperative CD Proof of concept exists in effectiveness of RAPID system; however it is not an end user system

7 The Inn-Reach solution: Why do it? (cont.) Potential for OCLC costs to drop Doubts about OCLC developing such a system ILL is terrific; improving But we’re still not satisfied

8 Why not do it? Pre beta software: the cutting edge is also the bleeding edge How well can software think?

Is it sustainable Questions about and distaste for model of ‘fee- based’ R & D partnership with III Some dissatisfaction with III as a technological innovator -- linked to dissatisfactions with closed source solutions ILLiad has been implemented in several consortium libraries – pursue further adoption?

13 Why not do it? (cont.) Cost of ILL – will this really help? Consortial E-journal packages a more promising approach Alliance governance issues – “Thou shalt …” Load balancing in Orbis/Cascade possible? 84% of articles owned by more than one library, but how evenly is ownership distributed?

14 Why not do it? (cont.) ILL is good and getting better, is this worth it? Have Open URL resolvers already solved the part of the problem that can be solved?

15 Decision – partner w/ III on development? In theory, yes In reality, no At this time….
