Requirement: Health center provides all required primary, preventive, enabling health services and additional health services as appropriate and necessary, either directly or through established written arrangements and referrals. (Section 330(a) of the PHS Act)

All centers must provide or arrange for treatment of dental emergencies. All centers must provide or arrange for the provision of primary preventive services appropriate for their target population.

When a 330/329 supported dental program has filled the requirements for a primary preventive program, the PHS will consider funding Level III services (restorative) if: There is a documented need, Dental department capacity can be made available A financial analysis with income projections indicates that significant revenue will be generated. Similarly, limited Level IV (basic rehabilitation) services may be provided if revenue will cover a majority of the costs of those services.
