What is a Care & Treatment Review?

A person centred review is a review by an independent panel of ‘experts’ These experts spend a whole day with the person and look at the care and treatment they receive. They will look at: People with learning disabilities and/or autism who are at risk of being admitted to hospital People who are in hospital because of their mental health problems and/or behaviour that challenges services

Experts by Experience and clinical experts can challenge the care and treatment plans for the person being reviewed. The Responsible Commissioner/Chair The Expert by Experience The Clinical Expert A Review by a Panel of ‘Experts’

Go to where the person is living (in hospital or in the community) for a whole day Speak to the person, their family and care team or hospital team Make a report of what we find and say what can help to stop someone from going into hospital or help someone to be discharged What do the Panel do on the day of a CTR

Is the person safe What is the current care like – is it good? What are the future plans? Does the person need to go into hospital or do they need to be in hospital What do the Panel of Experts ask?

The Expert by Experience panel member Someone with a learning disability A family member or paid carer who supports someone with a learning disability in the community who may have behaviour that can challenge services who can get to a CTR and do a whole day review Who can attend a CTR at short notice Who can ask questions and think about the person and what would be good Do training and follow confidentiality agreements Who would like to earn some money!

Why do we need Care & Treatment Reviews?

Winterbourne View Abuse at Winterbourne Commissioners did not know the patients or what was happening to them The voice of the person with learning disabilities was completely ignored

What the Government said after Winterbourne View All patients should be discharged to good community settings by 1 st June 2014 on 1 June 2014 there was 2615 people with learning disabilities and/or autism in a hospital bed because of their mental health or behaviour that challenges services Care and Treatment Reviews will help half of these people to be discharged by 31 March 2015

We need Care & Treatment Reviews because… We are still admitting too many people with learning disability to hospitals. Many people still feel hospital is the safest place. Sometimes we don’t make good plans when peoples needs change. This means we spend lots of time responding in a crisis. We can sometimes see people’s behaviours as a disorder which requires ‘treatment’. Sometimes there is lack of high quality different community places

‘gives a real voice to people and their families’ ‘You really feel listened to’ ‘it was very helpful in challenging my son’s current care’ So what do people who have been involved, say about CTRs? ‘makes you feel part of an equal team’ ‘it’s very person centred’
