Science Enhancement Promote generation and use of sound science in areas most relevant to western visibility Refine/apply existing methods Don’t sponsor basic research Greater emphasis in early years Examples include: C-dating to bound contribution of fossil fuels Estimating wind-blown dust emissions Determining economic value of visibility improvements

Strategy Development Largest component of WRAP process Entails most forum activities (staffing, travel, contracts, administrative support) Two major subcomponents Assessment (modeling, monitoring, etc.) Control measure development Based on sound science and publicly- acceptable strategies Relatively level support through 2007

Economic Analysis Evaluate alternative strategies (not just a single, given approach) Cover a broad range of costs, benefits, and equity issues (not just control costs and visibility improvements) Promote consist analysis within WRAP and among stakeholders Results must be understandable to public Greater emphasis in later years, but can analyze some 309 strategies in early years likely to be used in 308 SIPs

Public Communication Educate public about haze and the WRAP Garner public input, review, and support Facilitate internal communications Relatively level support through 2007, but somewhat greater in later years Examples include: Website WRAP Sheet Speaker’s Bureau Communications Manual Etc.

SIP/TIP Adoption Primarily state/tribal responsibility Provide a SIP/TIP template and a complete and organized TSD Encourage consistency and consistent review by EPA Investments in economic analysis, sound science, and public education could facilitate adoption
